The document is a specification for a four-wheel, single or two-engine street sweeper with a self-contained hopper and hopper dump system. The document is prepared by Johnie Muller from the Texas Department of Transportation (TxDOT) and is revised in June 2003. The document includes general clauses and conditions for the equipment, stating that it should be the latest improved model in current production and of quality workmanship and material. Used, shopworn, demonstrator, prototype, or discontinued models are not acceptable. The respondent should submit the latest printed literature and detailed specifications on the equipment they propose to furnish. The unit should be completely assembled and adjusted, and all necessary parts should be installed. The unit should also meet or exceed all Federal and state of Texas safety, health, lighting, and noise regulations and standards. The document also emphasizes TxDOT's commitment to purchasing goods, equipment, and services with the least adverse environmental impact. It encourages manufacturers to comply voluntarily with the Society of Automotive Engineers (SAE) Recommended Practice for marking plastic parts and to use recycled plastics and materials in their products. TxDOT also encourages manufacturers to adopt the International Organization for Standardization (ISO) 9001-9003 standards and obtain certification. In Part II of the document, the specifications for the street sweeper are provided. The sweeper should have a self-contained hopper and hopper dump system, and it may be equipped with both diesel-powered truck and auxiliary sweeper engines. The unit should sweep a minimum 10-foot swath while utilizing the gutter brooms furnished. It should have a refuse storage hopper with a minimum operating load capacity of 4 cubic yards. The unit should provide sweeping speeds from 1 mph to a minimum of 15 mph and travel speeds of a minimum of 58 mph. The unit should be capable of traveling with a fully-loaded hopper on the highway without experiencing failure or permanent sets in the truck frame or any component of the unit. The gross vehicle weight rating (GVWR) should not be exceeded. The document also includes specifications for the liquid-cooled diesel engine, electrical system, air cleaner, fuel filtration system, and other components of the street sweeper. It specifies the need for two stages of filtration, which may consist of a primary and a secondary filter or a two-stage filter. Examples of acceptable models are provided, such as the Schwarze M5000, Elgin Eagle F Series, or TxDOT approved equal. Respondents are cautioned to read the specifications carefully and ensure that their equipment meets all detailed specifications.
