Are you a detail-oriented professional with a passion for procurement? The City of Tallahassee is looking for talented and driven individuals to join the Procurement Team! We are seeking candidates with experience in procurement, conducting market analysis and research to strategically source for the timely delivery of quality goods and services.

What You’ll Do:

Coordinate Procurement Activities: Plan, coordinate, and carry out procurement functions for various City departments. Develop bid/proposal documents, create specifications, and draft clear and concise scope of work statements to ensure smooth project execution.

Manage Competitive Solicitations: Run and/or assist with competitive solicitations, including Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and Invitations to Bid (ITBs). Lead the way in negotiation and securing the best suppliers for the City’s needs and ensure the best value for the public.

Support Contract Development & Administration: Work closely with procurement coordinators to develop and manage contracts that meet the City’s goals while adhering to legal and regulatory guidelines.

Review Requisitions: Ensure requisitions are in line with procurement policies and support seamless City operations, ensuring compliance with all applicable regulations.

Problem-Solving and Innovation: Exercise your independent judgment to evaluate proposals, resolve issues, and enhance the procurement process through innovation and creative problem-solving. Instituting procurement or business strategies through best practices, including artificial intelligence.

Collaborate for Success: Work with City departments and key personnel to ensure operational needs are met by top-tier suppliers, fostering strong relationships and efficient procurement processes.

Compliance: Ensuring departments comply with the City’s procurement requirements, including procurement requirements associated with the state, federal and grant-funded program.

Requirements

Purchasing Agent I

  • Bachelor’s degree in finance, marketing, public administration, business administration, or a related field, and three years of relevant professional purchasing experience, or an equivalent combination of training and experience.

Purchasing Agent II

  • Bachelor’s degree in finance, marketing, public administration, business administration, or a related field, and five years of relevant professional purchasing experience, or an equivalent combination of training and experience.

Senior Purchasing Agent

  • Bachelor’s degree in finance, marketing, public administration, business administration, or a related field, and seven years of relevant professional purchasing experience, or an equivalent combination of training and experience.

Necessary Special Requirements Purchasing Agent I, Purchasing Agent II and Senior Purchasing Agent

An incumbent of this job classification will be required to file a financial disclosure statement with the Supervisor of Elections in their county of residence, in compliance with Florida Statutes, Chapter 112, Part III. Such filing is required within 30 days of placement in a covered position, annually thereafter by no later than July 1 of each year in which they serve in the covered position, and within 60 days of leaving the covered position.

  • Senior Purchasing Agent Possession of one of the following credentials or a comparable certification, is required at the time of appointment: Certified Professional Public Buyer (CPPB) Certified Public Procurement Officer (CPPO) NIGP Certified Procurement Professional (CPO) Project Management Professional (PMP)
  • Must possess a valid Class E State driver’s license at the time of application.
