POSITION SUMMARY: The Planning & Procurement Manager is a working manager role under the general direction of the St. Louis Housing Authority’s General Counsel and in close collaboration with all of Authority’s departments, responsible for ensuring all agency contracts for goods and services, as well as all purchasing and solicitations are in compliance with federal, state, and agency requirements. Accordingly, this position will provide daily guidance to the Authority’s various departments and oversight of all procurement activities, applying knowledge of purchasing policies, contract management, solicitation processes, and federal and state procurement laws. MINIMUM QUALIFICATIONS: The required knowledge, skills, and abilities for this position would normally be gained through a Bachelor’s degree in purchasing, business or public administration, or a related field and at least 3 years of progressive responsibility in a procurement role for a government agency or a large corporation at which procurement actions and contract awards must be justified and documented in writing; OR 5 years of progressive responsibility in a procurement role for a government agency or a large corporation at which procurement actions and contract awards must be justified and documented in writing; OR A combination of training, education and experience equivalent to the qualifications above.
