Public Agency Satisfaction Surveys (PASS)

Determine how well your agency is performing with clients and suppliers through the NIGP Public Agency Satisfaction Surveys (PASS). Delivered via email, these surveys help procurement agencies identify areas of improvement to meet clients' and suppliers' expectations.

Survey Deliverables

After the surveys are submitted, NIGP staff will issue a summary and a detailed report on the survey results.

Time Frame

Work will commence after the contract is executed or the purchase order is issued, with anticipated completion time ranging from 34 weeks.


Client Responsibilities

The client will work with our staff to provide information for the survey, including recipients for the survey and email addresses. The client will ensure that payments are made according to NIGP payment terms.


Payment Terms

Payment is due in advance. The survey process will begin once we receive payment.

NIGP members enjoy a discount. Entities that are not yet members can join NIGP to realize a savings for the survey and gain the full benefits of NIGP membership.

Public Agency Satisfaction Survey - Customer PASS

Today, more than ever, it is important for agencies to measure their performance with their customers to understand where they are successful and where they can improve. One of the most expedient and effective methods for determining customer satisfaction is with an email survey.

NIGP is pleased to provide a Public Agency Satisfaction Survey (PASS – Customer) through its Professional Services Program. This survey measures internal customer or client satisfaction with a procurement department’s service and support.


Scope of Service–Client PASS

NIGP will prepare a survey based on your needs in the following areas:

  • Overall Satisfaction – Are your customers satisfied with the quality of service you provide?
  • Communication – Do you clearly communicate the procurement process to customers?
  • Accessibility – Are you available when your customers need you?
  • Responsiveness – Do you respond to customers' requests in a reasonable amount of time?
  • Solutions – Are you able to apply effective solutions to your customers’ problems and complaints?
  • Quality – Are the goods and services you provide to your customers of high quality?

Many agencies focus on customer satisfaction and neglect to measure their suppliers' level of satisfaction. Suppliers are your external customer, so it is critical to have a good working relationship with them to have a successful procurement operation.

NIGP is pleased to provide a Supplier Satisfaction Survey (PASS – Supplier) through its Professional Services Program. This survey measures how satisfied a supplier is with a procurement department.


Scope of Service–Supplier PASS

NIGP will prepare a survey based on your needs in the following areas:

  • Overall Satisfaction– Are your suppliers satisfied with how you conduct business?
  • Communication – Do your solicitation documents clearly communicate specifications and contract requirements?
  • Competitiveness – Do your solicitations provide for adequate competition?
  • Responsiveness – Do you respond to suppliers in a reasonable amount of time?
  • Solutions – Are you able to work with suppliers effectively to provide solutions to their problems and complaints?
  • Professionalism– Is your staff courteous and professional?
  • Knowledge– Is your staff knowledgeable regarding procurement laws and regulations and the products and services they purchase?
