The Department of Budget and Fiscal Services has an excellent opportunity for a driven and pragmatic Central Purchasing and Contracts Administrator to lead our Purchasing and General Services Division. The Purchasing and General Services Division is the only purchasing agency in the State of Hawaiʻi and one of only 160 government agencies to receive the Quality Public Procurement Department accreditation from the National Institute of Governmental Purchasing Governing Board. This accreditation formally recognizes the City’s excellence in public procurement. The Purchasing and General Services Division is responsible for the centralized procurement for City departments of all consultant and professional services, goods, equipment, and construction contracts, including maintaining inventories of all City personal property, and the exchange, disposal, sale or transfer of surplus equipment. This Division provides the repository of all City procurement contracts and agreements.

Under the general direction of Director of Budget and Fiscal Services, the Central Purchasing and Contracts Administrator is responsible for administering the overall activities of the City’s Purchasing and General Services Division through an expanding budgeted staff of 33 full-time equivalent positions, and is primarily responsible for:

• Planning, developing, executing, and controlling policies, procedures, rules, and regulations relating to the: o procurement of materials, supplies, equipment, and contractual services by means of formal bid procedure or negotiation, informal contract or purchase order; o administration of public works construction contracts; o administration of consultant and professional services; o leasing, renting or disposal of public property, and relocation services; o leasing, licensing, renting or disposal of spaces for concessions on public property; and o controlling, physically verifying, transferring, salvaging, selling or disposal of personal property of the City.

• Reviewing, analyzing, and improving the existing processes and procedures related to public property and procurement activities while ensuring that departments’ needs are met in compliance with policies and regulations, while protecting the City’s interest and rights.

• Rendering technical or specialized expertise and guidance regarding public works contracts related to procurement.

• Preparing and executing the Division’s annual operating budget, and six-year expenditure estimate.

• Preparing management reports such as the Division’s monthly, quarterly, and annual performance reports, and other special reports.

• Other related duties as required.

Salary/Pay Range: EM-08 ($126,936 - $203,196/year (salary to commensurate with experience)

Requirements

Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in business administration, public administration, economics or a related field, and four years of professional fiscal, business management or purchasing work experience, one of which shall have been in an administrative or supervisory capacity.

Knowledge of: principles and practices of administration; methods and practices of analyzing and developing procurement organization, systems and procedures; purchasing principles and practices; laws, ordinances and regulations governing construction contracts, purchases, expenditure of funds, agreements and sales contracts; principles and practices of supervision; public relations.

Ability to: plan, organize, coordinate and direct the work of a central purchasing agency; review and control purchasing transactions and records; develop new resources of supplies; interpret laws, ordinances and regulations and initiate policies relating to transactions; review contracts and agreements for propriety and legality; promote and maintain good relations with others.
