Reporting directly to the Purchasing Manager, the Purchasing Agent performs the following duties: Ensures all contracts and procurements are in accordance with applicable Federal, State, and Local laws and Board of Education policies. Evaluates and approves requisitions for supplies, services, and equipment. Evaluates contract structures to ensure maximum competitiveness to deliver superior service in the most cost-effective manner. Provides proactive purchasing services to schools and departments in reaching cost effective solutions and value-added recommendations. Coordinates and resolves issues between departments/schools and vendors. Serves in an advisory capacity to assist school staff and administrative personnel to determine purchasing needs and develop bid, RFP and/or quote specifications. Locates sources of supply and suitability of materials for formal solicitations. Interviews, debriefs and visits vendors when necessary. Recommends suppliers for contracts and manages them to ensure FCPS/Vendor relationships. Conducts spend analysis to direct contract spend. Presents bid recommendations for approval at Board meetings. Responds to questions and concerns regarding the solicitation. Plays a leadership role in all pre-bid meetings and RFP evaluation committees including testing during bid/quote analyses and manages the procurement process from researching and writing specifications to bid acceptance and contract awards. Maintains information regarding new projects, market conditions, and trends in specialty areas of procurement. Maintains a written record of product evaluations and response/action taken. Researches and implements improvements to the procurement process. Reviews and revises purchasing procedures annually to maintain accuracy. Attends trade association meetings and seminars and is an active member of related professional associations within budget constraints. Maintains an accurate and up-to-date calendar of bids by managing the lifecycle of all assigned contracts. Maintains a high-level of confidentiality. Provides training and support to functional end-users and other core team members.

Additional duties may include, but not limited to, the following: Assists with single and sole source letters Assists with furniture and equipment for new schools Assists with the procurement card program, single use accounts (SUA) and other financial activities. Identifies and supports departmental cost improvement goals. Assists webmaster in maintaining purchasing intranet and internet web pages. Assists in the evaluation of the work performance of support personnel. Assists in the design, and review, of various projects.

Requirements

Education/Training/Experience AA/AS degree from an accredited institution in Business Administration or a related area or an appropriate combination of related education and/or experience.

Certification/License: None. Knowledge/Skills/Abilities Ability to interact with the public and Frederick County Public Schools (FCPS) staff professionally, with a positive attitude and in a spirit of cooperation and collaboration. Professional appearance appropriate for interaction with the Board of Education, vendors, and other elected and professional officials. Demonstrated technological expertise, including proficiency in Microsoft Office applications. Knowledge and use of culturally responsive practices. Physical Requirements (required for all tiers) Irregular hours during designated times. Ability to speak in an understandable voice with sufficient volume to be heard in normal conversation and on the telephone and in addressing groups. Ability to travel to school and other local locations, as well as state meetings, sometimes with little notice. Ability to maintain emotional control under stress. Ability to spend long hours sitting. Ability to reach with hands and arms. Sufficient manual dexterity to grasp, handle, manipulate, and/or feel objects and use office technology. Sufficient mobility to move about the work area. Sufficient vision to read and comprehend printed materials, see distant objects with clarity, and identify and distinguish objects. Sufficient hearing to hear and comprehend conversations in person and on the telephone, as well as distinguish sounds up to twenty (20) feet. Occasionally climb or balance. Occasionally stoop, kneel, crouch, or crawl. Occasionally lift fifteen (15) pounds.

Work Environment Moderate noise (examples: office environment with computers, printers, and telephones; regular conversations within offices, cubicles, hallways, and conference rooms; meetings one-on-one, in small groups, and large settings, etc.).

Minimum Required Qualifications – Tier 2 Support Salary Grade S16 Education/Training/Experience AA/AS degree from an accredited institution in Business Administration or a related area or an appropriate combination of related education and experience. Five (5) years’ experience in Purchasing, Contract Administration, or Materials Management, with a preference for experience working in the public sector. Certifications /Licenses At least one procurement related professional certification or license (e.g. CPM, CPIM, CPSM, CPPB, CPPO, NIGP-CPP) Knowledge/Skills/Abilities Working knowledge of FCPS offices, policies, procedures, practices, and functions. Experience in contract administration.

Minimum Required Qualifications – Tier 3 Support Salary Grade S17 Education/Training/Experience AA/AS degree from an accredited institution in Business Administration or a related area or an appropriate combination of related education and experience. Ten (10) years’ experience in Purchasing, Contract Administration, or Materials Management, with a preference for experience working in the public sector.

Certifications /Licenses One procurement related professional certification or license (e.g. CPM, CPIM, CPSM, CPPB, CPPO, NIGP-CPP) A second professional certification, either from: a recognized purchasing organization (NIGP, NPI, ISM, etc.,) or a recognized school business organization (ASBO etc.) or a recognized organization that shares a purchasing related function (NAPCP, ASCM, PMP) Knowledge/Skills/Abilities Working knowledge of FCPS offices, policies, procedures, practices, and functions. Experience in contract administration. Preferred Qualifications Working knowledge of FCPS offices, policies, procedures, practices, and functions. Bilingual (Spanish).
