The Procurement Department is looking for an individual that is solutions oriented, with excellent communication skills, and a demonstrated knowledge of public procurement and contracting services.
Reporting to the Director of Procurement, this on-site position oversees and manages a diverse array of internal procurement team members and functions that are vital in supporting an innovative, effective agency and: Provides leadership that motivates and inspires staff while driving projects forward; ensuring that team members receive training, coaching, guidance, and support for assignments. Develops and implements procedures, processes and internal controls related to procurement, warehouse, and surplus activities; and monitors their effectiveness. Ensures that procurement and contracting actions comply with all state and federal codes, laws and regulations, Authority policies, and industry best practices. Reviews and analyzes procurement methods and documentation for RFBs, RFPs, RFQauls and Sole Source requests. Represents the department and the Authority providing technical expertise, guidance, and training to internal departments, contract owners, and businesses.

Critical Evaluation: Ability to analyze and define a problem, evaluate alternative solutions, and identify an optimal solution; listens and clarifies information as needed.
Executes Strategy: Develop and execute departmental strategies designed to support organizational vision and goal attainment.
Integrity: Exercise diplomacy and discretion in dealing with highly sensitive, complex, and confidential issues and situations.
Agility & Problem-Solving Skills: Analyzes situation or factors and collaboratively generates alternative solutions, readily adapts behavior or new work methods to evolving and unexpected situations, flexible approach to work situations and manages change.
Experience & Education: Bachelor's degree in procurement, business administration, finance, public administration, or related field. Five (5) or more years of progressively responsible experience in a procurement position providing direct procurement services related to the acquisition of goods, services, technology, supplies, or construction. Equivalent combination of training and experience.
Preferred Certifications: Certified Public Procurement Official (CPPO), Certified Professional Public Buyer (CPPB), Certified Professional in Supply Management (CPSM), NIGP Certified Procurement Professional (NIGP-CPP), or other nationally recognized procurement, contracts, or project management certification preferred but not required. Prior experience in a governmental purchasing function is preferred but not required. The starting hiring salary for this position is $118,621.
