Description
Highly responsible professional and administrative work managing the full procurement activities for various levels (simple to complex) of procurement projects within the procurement section of the Administrative Services Division. This position exercises independent judgment in making decisions on procurement, developing contract language, resolving operating problems, performing technical and market research, preparation of purchase orders and term contracts, departmental procurement, including the material and parts operations. Responsible for ensuring the achievement of contract administration and contract compliance with legal guidelines, contracting principles, and cost-effective constraints. Work involves coordination of activities with other county departments and governmental agencies to ensure timely and accurate contract preparation. Work involves the supervision of professional, paraprofessional, and clerical personnel engaged in a variety of procurement activities related to the preparation and execution of all procurements to be in compliance with the Palm Beach County Purchasing Code, as may be amended, Office of Equal Business Opportunity, as may be amended, as well as Federal Transit Authority (FTA), as may be amended. Work is performed under the general supervision of the procurement manager and is reviewed through conferences, reports, observations of work, and results achieved.Requirements
Bachelor’s Degree in Business/Public Administration, Business Law, Contracts, Finance, Accounting, Marketing, Purchasing, or related field; a minimum of three (3) years of progressively responsible, professional experience in procurement operations for a government entity providing contract development/management and direct procurement services related to the acquisition of goods, services, technology, supplies, and transit automobile parts.
Equivalency: Unrelated Bachelor’s Degree OR seven (7) years of transportation industry-specific experience associated with bids/solicitations, contract development/management, purchasing of goods, services, materials, supplies, and transit equipment.
PREFERENCES
-Transit procurement experience
-Familiarity with the Palm Beach County Purchasing Code and contracting policies.
-Familiarity with American Public Transportation Association (APTA) procurement standards.
-National Transit Institute (NTI) at Rutgers, Federal Transit Procurement Series – 4 parts.
-Certified Purchasing Professional (NIGP-CPP).
-Experience using an automated financial system (i.e., Advantage 3)
