ABOUT THIS ROLE: In this role you will manage the capital procurement process for design and construction services for a variety of Facilities, Parks, Solid Waste, Environmental Services, and Transportation Capital Improvement Projects. You will perform complex professional and technical work consisting of high profile, large dollar volume building construction, major infrastructure construction including roads, bridges, major highways, drainage structures, landfills, demolition, and other diverse procurements for architectural and engineering services. TYPICAL RESPONSIBILITIES:

  • Provide Procurement Support to Project Managers and assigned departments to understand needs and develop solutions;
  • Review specifications and assists departments in writing specifications for high profile, large dollar volume construction and architectural/engineering design projects;
  • Develop and prepare complex solicitations (RFQ, IFB, and RFP), amendments, modifications, determinations and findings, contracts, and various related correspondence for high profile projects;
  • Manage the solicitation process by soliciting responses, analyzing bids/proposals to ensure compliance and effectiveness;
  • Manage RFP evaluation committees throughout the procurement process using procedures, meetings, and documenting evaluation committee findings;
  • Recommend award of County contracts; assuring and monitoring compliance with terms of the contract and compliance with the purchasing regulations; providing guidance and direction to County agencies;
  • Provide guidance and direction to County agencies;
  • Monitor Capital Projects ensuring goods and services are provided in accordance with the contract terms and conditions;
  • Develop term contracts for construction and professional services;
  • Contribute to improvement and efficiencies in Capital Improvement Procurement process;
  • Attend meetings to track project progress and contractor performance;
  • Review requisitions and purchase orders, ensuring compliance with codes and regulations;
  • Prepare, review, and analyze a variety of information. PREFERENCES: The successful candidate will have:
  • Certifications - Virginia Contracting Officer (VCO), Virginia Construction Contracting Officer (VCCO), Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), or other nationally recognized procurement certification. Candidate must be able to meet the requirements to obtain one of the above listed certifications within the first year of employment.
  • Working knowledge of Federal, State, and local public procurement regulations, rules, policies, and procedures;
  • Working knowledge of Capital Improvement Procurement process for construction and architect/engineering design services);
  • Project Management principles;
  • Working knowledge of business and contract law as they apply to procurement (particularly construction and architectural/engineering design services;
  • Basic understanding of complex procurement methods for construction services;
  • Basic understanding of Job Order Contracts;
  • Ability to develop and maintain effective working relationships with internal and external customers;
  • Proven time management and follow-through skills with the ability to work with a high degree of accuracy on multiple tasks with tight deadlines;
  • Strong communication (written and verbal) skills;
  • Self-starter with commitment to excellence SCHEDULE REQUIREMENTS: This position works a standard Monday - Friday schedule, working 37.5 hours per week.
