Valley Water serves approximately two million people in 15 cities and manages 10 dams and surface water reservoirs, three water treatment plants, a state-of-the-art water quality laboratory, 400 acres of groundwater recharge ponds, and 275 miles of streams. The Purchasing and Contracts Manager oversees a team of approximately 15 staff and manages the procurement process, purchasing activities, and consulting contracts. They manage the development and implementation of sourcing strategies, manage sourcing processes, and identify and achieve cost-saving objectives. They oversee the establishment of highly complex and high dollar contracts for goods and general services; work with project managers to understand business needs; work with counsel to establish contract templates and revise policy and procedures related to procurement and surplus of goods; identify appropriate sourcing technologies; lead complex negotiations of contracts, and execute procurement processes while in compliance with internal and external laws, regulations, and policies. Key Responsibilities include, but are not limited to:

  • Manages, plans, and oversees the development and implementation of sourcing strategies, management of sourcing processes to include e-procurement solutions and the identification and achievement of cost-saving objectives.
  • Works with project managers to understand business needs, develops scopes of work and specifications, negotiates contracts, and monitors/enforces contractual performance.
  • Provides ongoing technical support, guidance, and training for department colleagues.
  • Leads in the formulation of program policies, goals, and procedures, identifies opportunities for improving service delivery methods and analyzes data, and provides recommendations to management.

Requirements

  • Managerial procurement experience with a large public-sector agency (at least five years) with a high volume of complex contracts for a wide range of commodities and services.
  • Experience managing a staff of fifteen or more.
  • Experience in establishing highly complex and high-dollar contracts for goods and general services.
  • Experience training internal stakeholders on new procedures and best practices related to public sector procurement.
  • Experience with Enterprise Resource Planning (ERP) system implementation and management.
  • Experience providing upper management, Board, and business presentations.
  • Experience with contract preparation, contract administration, working with vendors throughout the procurement process, bid protest, and other applicable public sector contracting knowledge. Ideal Skills and Abilities:
  • Administer complex, technical, and sensitive purchasing, contracts, and warehouse services and projects in an independent manner.
  • Evaluate and develop improvements to purchasing, contracts, and warehouse operations, procedures, policies, or methods.
  • Conduct purchasing, contract research, evaluate alternatives, make sound recommendations, and prepare effective staff reports.
  • Ability to make presentations to the Board and upper management.
  • Motivate and provide technical mentorship to team members.
  • Establish themselves as a trusted adviser to our business partners, while maintaining and fostering positive, collaborative, and effective working relationships with colleagues Ideal Knowledge:
  • Public procurement related to federal, state, and local government laws and regulations including California Public Contract Code.
  • Knowledge of prevailing wage, public agency competitive bidding process, and statutes applicable to the public sector.
  • Principles and techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and Valley Water staff.
  • Principles and practices of purchasing, contracts and project budget development and administration, contract negotiation and management, and sound financial management policies and procedures.
  • Administrative principles and practices, including goal setting, program development, implementation, and evaluation, budget development and administration, and project management.
  • Knowledge of electronic bidding systems, E-procurement management, and Enterprise Resource Planning (ERP) systems.
  • Principles and practices of employee supervision, including work planning, assignment, review and evaluation, and staff development. Ideal Training and Education:
  • Equivalent to graduation from an accredited four-year college or university with major coursework in contracts management, business or public administration, or a related field. Required License or Certificate
