Description

This is a journey level position and is characterized by expert competence in procurement which includes responsibility for interpreting and applying local statutes in a variety of areas within procurement. This position works to ensure compliance with purchasing guidelines, policies, procedures and best practices with specialty projects. This is a full-time, regular, non-exempt non-union position. The schedule for this position is M-F, 8am to 5pm.

Requirements

Experience and Education Two (2) years experience performing various procurement activities, including but not limited to utilizing and managing various procurement methods, reviewing and analyzing offers prior to awarding of contracts, and developing and negotiating contracts. Equivalent to a Associate's Degree from an accredited college or university with major course work in accounting, business administration, public administration, or a closely related field. Bachelor's Degree, preferred. Equivalent combinations of education and experience may be considered. Computer Skills Intermediate skills in the Microsoft Office suite Beginner to intermediate skills with financial software such as Workday Required Licenses and/or Certifications Certified Public Procurement Buyer (CPPB), NIGP-CPP, CPM or Certified Professional in Supply Chain Management (desired) Knowledge Public procurement policies, procedures, and practice for acquiring a wide variety of goods and services, including professional services and public works, especially regulations affective to first class cities in Washington Solicitation methods including Request for Quotations, Invitation to Bid, Request for Proposals, and Request for Qualifications Full purchasing cycle and how it affects other parts of an EFTP such as accounts payable. Interpersonal, public relations, mediation, and other problem solving techniques Pertinent federal, state and local laws that pertain to: Procurement and Contracting Modern office procedures, methods and computer equipment Use of personal computers and basic software Abilities Understand, interpret, apply and explain pertinent City, and state laws, codes and regulations relating to government procurement activities Develop various solicitations, manage the procurement process and negotiate win-win contracts. Define issues, analyze information and problems, evaluate alternatives, and develop recommendations Handle multiple tasks and assignments, set appropriate priorities and meet deadlines Work independently in the absence of supervision Operate a personal computer and appropriate software Work in a manner consistent with the City of Vancouver's Operating Principles Work and act as a team player in all interactions with other City employees Provide a high level of customer service at all times Project and maintain a positive image with those contacted in the course of work Develop and maintain collaborative and respectful working relationships with team members and others Consistently provide quality service Maintain regular and dependable attendance
