Description
This post holder is accountable for the provision and overall management and administration of the operations of the Contract and Compliance Section under the direction of the Director. The post holder is accountable for the supervision and execution of contracts, change order reviews, compliance programs services and other technical functions, the administration, and the overseeing of contracts. This Includes conducting compliance inspections to ensure the Government is fully compliant with the Code of Practice Project Management and Procurement and related Policies and Procedures. The post holder ensures the efficient and effective delivery of enforcement, compliance, and client services by establishing service levels and measuring performance to facilitate and foster continuous improvement of the section's business processes. The post holder is responsible for ensuring close liaison and consultation with stakeholders and providing advice and counsel to the General public and senior managers/executives in the public sector. They will have responsibility for developing standard terms and conditions of contract for goods and services that will be used throughout the Government. The post holder will vet contracts devised within Government, making recommendations to reduce the risk profile for Government and will be responsible for undertaking audit reviews of procurements to ensure compliance. The post holder holds delegated authority to make decisions at a technical level to effectuate and efficiently perform the contract and compliance functions in accordance with the relevant legislation, departmental policies, and procedures. The post holder will be responsible for handling investigations into breaches of Government Regulations through to taking action against the individuals responsible. The post holder is responsible for developing and maintaining excellent working relationships with industry and internal professionals and enable a culture of compliance.Requirements
A Bachelor's Degree in Law, Public or Business Administration, Finance, Accounting, or other related discipline is required, together with a certified designation in their area of study, e.g. CPA, Certified Compliance and Ethical Professional (CCEP), ICA or Contract Management and PMI in Risk Management Certification. They must have a minimum of five (5) years' experience in a compliance, financial or legal environment, including direct management and supervisory experience.Application Process
