Description
Develops and manages a comprehensive procurement program for the County. Supervises staff engaged in a variety of procurement activities related to the preparation and evaluation of procurements for goods and services and professional services procured at a County department level as established in the Purchasing Code. Coordinates activities with other County departments including, but not limited to, County Attorney, Risk Management and Office of Equal Business Opportunity. Delivers presentations and training related to the procurement function. Directs and participates in negotiations and other meetings with potential and contracted vendors. Prepares/reviews/evaluates/executes Requests for Proposals (RFPs), Requests for Submittals (RFSs), and contracts; drafts, implements and monitors routine and complex purchasing guidelines, policies and procedures. Work is performed under the leadership of the Director of Purchasing and is reviewed through conferences, reports and observations of results obtained. QUALIFICATIONS: Bachelor’s Degree in Business/Public Administration, Management, Business Law, Marketing, Purchasing or related field; minimum of five (5) years of progressively responsible, professional experience in large-scale procurement operations, which includes two (2) years of supervisory experience.
Equivalency: Unrelated Bachelor’s Degree and seven (7) years of related experience which includes two (2) years of supervisory experience.
Necessary Special Requirement: National Institute of Governmental Purchasing (NIGP) Certified Purchasing Professional (CPP) designation/related, required within 11 months of appointment.
PREFERENCE FOR: NIGP-CPP/similar professional procurement association certification; experience using an Enterprise Resource Planning (ERP) system; experience using an automated financial system (i.e., Advantage).
