This position is responsible for directing and managing the Purchasing Department of the City and is charged with the power to maintain contract compliance and the City's contract management program. BACKGROUND AND EXPERIENCE The City is seeking a Director of Procurement/Contract Manager. This position which reports to the City Comptroller carries full responsibility for the management of the City's Purchasing Department. This includes purchasing contract management and compliance, purchasing of all supplies, materials, and equipment required by all City departments, and related work. The duties of the Director of Procurement/Contract Manager include, but are not limited to, working with appropriate City officials and staff to formulate policies and procedures for the purchase of all supplies, materials, and equipment, in accordance with applicable laws and governing regulations, and implementing and ensuring compliance with necessary controls and auditing requirements. The highest ethical standards in the preparation of bids and award of contracts are required. DESIRABLE KNOWLEDGE, SKILLS, ABILITIES AND ATTRIBUTES Thorough knowledge of the laws, principles, practices, and procedure involved in public bidding, purchasing, and materials; good organizational skills; ability to deal effectively with vendors and sales representatives; ability to establish and maintain effective working relations; ability to manage and supervise the work of others; ability to communicate effectively both orally and in writing; sound professional judgment; integrity; initiative; ability to perform in a reasonable manner the essential functions of the position. CANDIDATES REQUIREMENTS • Bachelor’s degree from a regionally accredited or New York State registered college or university • Minimum of seven (7) years’ experience in large scale public purchasing, two (2) years of which must be at a supervisory level. • Candidates will be required to take a Civil Service examination and be reachable on the resulting eligible list pursuant to NYS Civil Service Law.
