Description The County of Yolo is recruiting for one position in the class of Procurement Contract Services Specialist at the General Services Department. Positions will be filled at the Associate Procurement Contract Services Specialist or the Procurement Contract Services Specialist level depending upon the selected candidate's background and experience.

The salary range for the two classification levels are as follows:

Associate Procurement Contract Services Specialist: $59,862 - $72,779 Annually

Procurement Contract Services Specialist: $68,058 - $82,722 Annually

The ideal candidate for this position will be strategic and collaborative with experience in public procurement. The successful candidate will also be a strong communicator and enjoys working in a fast paced, high volume work environment.

Requirements

ESSENTIAL FUNCTIONS

Duties may include, but are not limited to, the following: Confers with departments and develops specifications for necessary purchases; develops and identifies the best source(s) of supply and the appropriate prices for the procurement of such goods. Prepares, conducts, monitors, guides, and awards a large variety of competitive solicitations in response to County needs and interests. Within level of authority negotiates, issues, executes, administers, oversees, amends, extends, and terminates a variety of contracts and purchase orders. Performs market, total life-cycle cost, value, price, and complex cost analyses to develop forecasts and recommendations for purchasing commodities or services. Conducts research and reviews and develops procedures to improve efficiency and cost effectiveness. Verifies vendors' compliance with legal, contractual, and policy requirements, such as vendor performance, insurance requirements, licensure requirements, and local, state, and federal laws and regulations. Reviews requisitions, competitive solicitations, purchase orders, and contracts for accuracy, compliance with applicable laws, and Division policies. Follows up on purchase orders and contracts to ensure receipt of proper quality and quantity on specified dates; investigates complaints by departments and resolves disputes or other problems; evaluates and analyzes vendor performance. Researches and applies laws, policies, regulations, and codes as they relate to public sector procurement and contracting. Arranges for the disposal of surplus properties according to established procurement policy. Maintains a variety of records relating to procurement; prepares a variety of narrative and statistical reports. Corresponds with vendors and sales representatives to obtain information on services provided, delivery dates, availability, pricing, and project. Attends and participates in professional group meetings; stays abreast of new trends and innovations related to the field of procurement. Performs related duties as assigned.
