Description

A Procurement Officer is the full performance level of professional work in procurement sourcing and award activities, contract management and overall procurement operations. Employees in this classification provide technical interpretation, instruction, guidance and assistance in accordance with Judiciary procurement policy, procedures, laws and regulations. Employees in this classification receive general supervision from the Procurement Manager, or other designated administrator.

Requirements

Education:

Level I - Bachelor's Degree from an accredited college or university.

Level II - Bachelor's Degree from an accredited college or university.

 

Experience:

Procurement Officer I: Two (2) years of professional experience in procurement sourcing, award activities, contract management, grant management, or procurement operations.

  • Note: Professional work experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education.

Procurement Officer II: Three (3) years of professional experience in procurement sourcing, award activities, contract management, grant management, or procurement operations.

Knowledge, Skills & Abilities:

  • Knowledge of the theories, principles and practices of public procurement administration;
  • Knowledge of government procurement laws, regulations, policies and procedures;
  • Knowledge of contract and specification writing techniques;
  • Knowledge of the principles and practices of management and public administration;
  • Knowledge of Minority Business Enterprise Program and Veteran Owned Small Enterprise Program;
  • Skill in conducting complex procurements;
  • Skill in reviewing, analyzing and approving contract or procurement documents and submissions for required
  • content and proper format;
  • Skill in providing guidance and training to Judiciary staff in contract or procurement laws, regulations, policies and procedures;
  • Ability to review procurement contracts for compliance with applicable laws and regulations and make necessary revisions;
  • Ability to construct, review and recommend approval of procurement-related transactions to the Director,
  • State Court Administrator and/or Chief Judge;
  • Ability to monitor using unit compliance with Judiciary procurement policies and procedures and provide appropriate training to correct deficiencies;
  • Ability to independently prepare accurate and complete contracting and purchasing documents;
  • Ability to conduct pre-bid conferences and explain procurement regulations and procedures;
  • Ability to work and complete assignments under strict timelines;
  • Ability to communicate effectively with all levels of officials both inside and outside the Judiciary.
