Longwood University invite qualified applicants to apply for the Director of Materiel Management & Purchasing (FA377). Reporting to the Assistant Vice President of Business Operations, the Director of Materiel Management & Purchasing is responsible for all administrative and operational details of procurement, contract administration, small purchase charge card program management, central receiving warehouse and surplus property, and risk management. Responsibilities: • Procurement Management: Direct and provide strong leadership for all university purchasing related activities at Level II authority • Contract Administration: Ensure that contracts are appropriately administered and that all parties comply with the terms and conditions of contracts • Oversee the Small Purchase Charge Card (SPCC) Program, Central Receiving Warehouse and Surplus Property, and Risk Management for the university • Develop and administer the department budget; approve and manage expenditures; and forecast short- and long-range budgeting needs • Increase opportunities, participation and contract awards for the Department of Small Business and Supplier Diversity (DSBSD) certified Small, Woman, and Minority-Owned (SWaM) businesses • Provide supervision, performance management, and oversight for direct reports and other staff • Represent Longwood University on the Virginia Association of State Colleges & University Purchasing Professionals (VASCUPP) Board of DirectorsRequirements
• Master's degree in Public Administration, Business Administration or related field or Bachelor's Degree in Public Administration, Business Administration or related field with significant training and related experience • Certified Public Purchasing Officer (CPPO) or Certified Purchasing Manager (CPM) and/or Virginia Contracting Officer (VCO); Virginia Construction Contracting Officer (VCCO) desired or willing to obtain • Significant related experience in higher education or a major state or local governmental agency • Knowledge of VASCUPP desired • Extensive knowledge of state procurement policies, procedures, and practices, as they relate to Level II authority • Knowledge of state and federal compliance requirements • Comprehensive knowledge of specification development, contract negotiation and administration, insurance and bonding requirements, and contractor licensing • Demonstrated knowledge of supervisory practices and ability to administer agency programs through a professional staff; supervisory experience with significant procurement work experience preferred • Ability to understand and utilize an electronic procurement system; knowledge of eVA (Virginia's online, electronic procurement system) preferred • Strong planning, organizational, analytical, communication (verbal and written), and customer service skills • Valid driver's license • Ability to work independently or as a part of a team • Working knowledge and experience with Microsoft Office SuiteApplication Process
