This position, under the direction of the Chief Procurement Officer, is located in the Procurement Division of the Department of Finance and Administrative Services. This position performs complex and administrative work in the acquisition of goods and services, with a primary focus on construction and technical procurements in support of the Town's Capital Improvements Program and Utilities Repair, Replacement and Rehabilitation (3R) Program. -Performs a high volume of procurements for complex, highly technical commodities and services, to include information technology, professional engineering, transportation-related construction, utilities construction and maintenance, job order contracting, and other construction services. -Develops and prepares clear, concise written documents such as complex solicitations, contracts and contract amendments, and Requests for Council Action. -Develops and administers term contracts and maintenance agreements that support both the long and short-term purchase planning goals of the Town. -Monitors contractor compliance and performance to ensure goods and services are in accordance with contract terms and conditions, interprets and evaluates contract provisions, and clarifies any ambiguities. -Serves as the liaison between vendors and the Town in resolving contractual disputes and bid protests. -Develops and maintains automated contracts management system to effectively assist the Town in administering contracts, documenting vendor performance, processing contract renewals, and resoliciting contracts. -Manages work in accordance with applicable sections of the Code of Virginia, Virginia Public Procurement Act, the Town Code, the Town's Procurement Policy, and other federal and state regulations. -Reviews purchase order requisitions and change orders to ensure compliance with applicable codes and regulations. -Researches and analyzes market data, sources, and trends available to ensure the Town obtains the most cost-effective and competitive pricing and make appropriate recommendations to the Chief Procurement Officer and other Town officials. -Participates in pre-bid and pre-proposal meetings, public bid opening, procurement conferences and trade shows, and other meetings as required to contribute to the improvement and efficiencies in the Town's Capital Improvements Program. -Provides procurement support to the Town in the absence of the Chief Procurement Officer. Performs other duties as assigned. Supervision Work is performed under the general supervision of the Chief Procurement Officer. Additional guidance is provided through the Town Procurement Policy and Procedure Manuals, Town Attorney's Office, regulatory agencies, Town Code and Virginia Code.
Minimum Qualifications: Bachelor's Degree in Accounting, Business Management, Public Administration, or equivalent combination of education and experience; minimum of five (5) years of increasingly responsible technical experience in a centralized purchasing system, preferably in municipal government; Virginia Contracting Officer (VCO) or Certified Professional Public Buyer (CPPB) or ability to obtain within one (1) year of employment.
