Contract Negotiator - A The New York City School Construction Authority (NYCSCA) builds and renovates public schools throughout all of the boroughs. We believe that schools should be efficiently designed and constructed; they should be safe, attractive and environmentally sound. The SCA’s responsibilities span the life of each project (new schools, additions, and capital improvements to existing schools) from planning, real estate, budgeting, scoping, and designing, to construction completion. The SCA is seeking a Contract Negotiator who is responsible for negotiating consultant and vendor contracts that support the Authority mission and will be assisting the Contract Compliance Unit (CCU). CCU is a unit within School Construction Authority’s (SCA) Contract Administration Division responsible for the creation, promotion and enforcement of standards and best practices for the procurement, management, and use of Personal Services Contracts throughout the SCA.

Responsibilities Include:

Administrative: Recommends contract provisions and procedures; coordinates required contract terms and conditions with consultants and Project Officers; crafts contract documents that include all mandated requirements; evaluates requests for additional work and negotiates supplemental agreements with consultants and contractors; negotiates contract costs in accordance with established Authority policies; provides appropriate documentation for all contract negotiations; supports audit efforts; prepares and updates reports.

Contract Negotiations: Responsible for the initial review, certifying the completeness and accuracy of RFP documentation including Justification Memo, Compensation and Payments and Cost Proposals; prepares materials for Request for Proposal (RFP) Planning Meetings for all Departments; RFP Planning meetings are conducted on a quarterly basis to review the status of personal service requirement contracts and help assess the need for new solicitations and or supplemental agreements; facilitates close out of Personal Services contracts in SCA’s Contract Management System (CMS).

Contract Compliance: Provides selection committee stakeholder members with list of design consultants available for Capacity and/or CIP projects (Sieve); prepares MRFP documents and liaise with selection committee stakeholder members to finalize all documents; responds to inquiries from solicited firms regarding MRFPs and, when necessary, draft and distribute addenda to clarify MRFP documents; reviews selection committee evaluation sheets for accuracy; ensures that comments by the Selection Committee Members are concise and informative, and applicable for consultant debriefings; compiles stakeholder selection committee members' tally sheets and identify the firm selected by the committee to be awarded project; assists in the negotiation of fees for design consultants selected through the MRFP process and participate in negotiation as appropriate; preparation of Design Consultant Fee Agreement Letters; tracks and reviews Design Consultant Additional Service logs; participate in Design Consultant debriefings; attends bi-weekly design consultant meetings; maintenance of Additional Service Log.

Requirements

Minimum Qualifications: Baccalaureate Two (2) years of full-time experience in procurement, contract administration, cost and price analyses or negotiations; proficiency with Microsoft Office preferred. Salary Range: $62,226 - $105,952 dependent upon qualifications.
