Catawba County is recruiting a customer focused, detail-oriented Purchasing Manager to administer procurement for the county at all levels for goods, services, and construction. The lynchpin of the public procurement process, the Purchasing Manager ensures compliance with all applicable laws, regulations, policies, procedures, and the County Code. This position's role is critical to construction project management, coordinating closely with the Construction Manager to assist in developing technical specifications for solicitations, contracting, design issues, contractor issues, and project budget.
Bachelor's degree in Business Administration or a related degree and 4 years of purchasing experience, preferably in local government and including construction purchasing experience; OR Master's degree in Business Administration or related degree and 3 years of purchasing experience, preferably in local government and including construction purchasing experience Certified Local Government Purchasing Officer or willing to obtain within a specified timeframe Valid driver's license with a safe driving record Thorough knowledge of standards of purchasing of goods and services as well as design contracts Excellent customer service and interpersonal skills with the ability to work with a wide variety of people including team members, internal customers, management team, and various vendors and contractors Excellent communication skills, both written and verbal, with the ability to express ideas clearly and concisely, write succinct specifications, and prepare and present written reports High level of initiative, problem solving skills and independent judgment Strong research, analysis, and evaluation skills Ability to exercise tact, courtesy, and firmness when needed This position is considered light work, lifting up to 20 pounds on a regular basis.
