The objective of the Senior Buyer is to manage all phases of the procurement process in accordance with state laws, the Purchasing Manual for Institutions of Higher Education and their Vendors as well as university policies and procedures, while ensuring that all purchases are performed accurately and timely. The successful candidate will perform research and analysis to identify potential strategic contract opportunities. Responsibilities include solicitation and establishment of contracts for a wide variety of Information Technology goods and services as requested by university departments utilizing a variety of complex procurement methods. The successful candidate will also have the ability to lead projects and work with key university personnel. This position also assists in managing the software license review requests and associated workflow, and will have the ability to act as a liaison to other project teams, university departments, and contract vendors. Use of best business practices to continuously improve performance, compliance, efficiency and effectiveness are ongoing. The role of Senior Buyer requires customer service skills and experience with active listening, problem-solving, and communication in support of approximately 133 individual campus offices and staff.


Required Qualifications:

-Advanced education in business administration or similar area or equivalent education and procurement experience.

-Experience with all phases of competitive purchasing processes and procedures.

-Experience in developing, awarding, and administering complex term contracts.

-Experience with use of internal ERP and automated procurement systems (e-procurement) and report generation.

-Demonstrated analytical, planning, and time management skills.

-Ability to work independently and as part of a diverse team.

-Ability to conduct business with professionalism and diplomacy at all levels within the university as well as vendors, manufacturers, and contractors.

-Strong written and verbal communication skills.


Preferred Qualifications:

-Experience with purchasing IT products and services.

-Working knowledge of Jaggaer/HokieMart purchasing module functionality.

-Procurement experience in a higher education environment.

-Working knowledge of Cobblestone Contract Management System.

-Working knowledge of ServiceNow ticketing system

-Professional procurement certification is desired and will be expected to be achieved within two years of hire.
