About Our Job Looking to join an award-winning team? Our Procurement department earned the Achievement of Excellence in Procurement (AEP)! Assists with compiling, analyzing and reporting countywide procurement data for strategic planning and performance reporting purposes, as well as auditing for compliance with policies and procedures. Participates in audits of procurement processes, solicitations and County contracts to ensure compliance with adopted policies & procedures and contract terms and conditions. Reviews and drafts contracts and amendments. Audits central repository of solicitations, approved County contracts and backup contract documentation to ensure database is up to date and accurate. Participates in the development of countywide procurement training and certification programs. Work is performed under the supervision of the Senior Procurement & Contracts Specialist, Procurement & Contract Strategy & Compliance.

Job Description: Strategic Sourcing & Planning Collects and analyzes statistical data to measure the efficiency and effectiveness of procurement processes. Assists in development and maintenance of scheduled reports related to solicitation timelines, professional services library usage, customer satisfaction and other procurement functions. Conducts research (including market analysis) performs spend analysis, and reviews historical data for purchase orders. Contributes to the continuous improvement of procurement systems, processes and procedures. Assists with the preparation of submission documents for procurement awards, certifications and recognition. Assists in the collection of procurement and contract performance measures. Assists with random audits of delegated purchases to ensure compliance with adopted policies and procedures. Contract Development & Review Drafts contracts associated with high dollar and/or high-risk procurements on an as-needed basis. Drafts contracts and amendments that are non-procurement in nature. Assists Procurement & Contracts Specialists with resolving questions or issues during the contract drafting process. Review solicitation documents and contracts drafted by Procurement & Contracts Specialists on an as-needed basis to ensure compliance with adopted standards. Contract Support Assists with the development and maintenance of a vendor evaluation system for tracking vendor performance. Performs random audits of contracts and supporting documents to ensure compliance with adopted policies and procedures. Other administrative duties as assign Training and Education Assists in the development, maintenance, and facilitation of ongoing procurement and contract training programs for internal and external customers. Assists with the development and oversight of surveys, training opportunities, Periscope registration, outreach opportunities and website maintenance. Participates in the continuous improvement of systems, processes and procedures. Assists in the development and distribution of training tools for OnBase (and other contract systems).

Requirements

Minimum Qualifications: A Bachelor's Degree from an accredited college or university in Accounting, Finance, Public/Business Administration, or related field AND one year of experience in public and/or private sector procurement - OR - An Associate's Degree from an accredited college or university in related field AND three (3) years of experience in public or private sector procurement - OR - Progressively responsible professional experience which provides the requisite knowledge, skills and abilities for this job may be substituted on a year-for-year basis for the required degree.

Preferred Qualifications: Three (3) years public and/or private contract experience. CPPB or the ability to obtain CPPB within three (3) years.
