This position is responsible for planning, supervising and coordinating department work through a group of professional, paraprofessional, and office support personnel ensuring that all procurement and contracting activities are performed in accordance with the established Municipal Code of Ordinances, applicable state statutes, and department policies. Work includes oversight of contracts for the purchase of supplies and contractual services, engineering procurement (including construction and solicitations done in accordance with the state of Florida's Consultant's Competitive Negotiation Act (CCNA) and other applicable statutes. The employee maintains a constant exploration for new sources, including but not limited to products, materials, processes, and ideas to ensure that adopting new materials or changing specifications will be in full accord with cost reduction objectives. The employee also supervises the disposition of surplus, confiscated and/or abandoned property by auctions, sales, sealed bids or redistribution to other departments in accordance with the City Code.


Requires Bachelor's Degree in Business or Public Administration or closely related field. Master's Degree preferred. Requires seven (7) years of professional governmental purchasing experience, including at least five (5) as a manager or assistant manager in public sector. Professional certification in purchasing such as CPPO, CPPB, CPM, etc., is preferred. Must possess valid Florida Driver's License. This position requires successful passing of a background check and drug screening. Residency requirement - Any person who is appointed as a Department Director, Assistant to the City Manager or Deputy City Manager, shall establish a residence within the corporate limits of the City within 12 months of such appointment and shall maintain the principal residence (domicile) therein during the entire term of such appointment.
