PRIMARY OBJECTIVE: Under supervision, this position functions at the principal level, monitoring multiple and varied types of contracts for MWBE compliance according to the City Colleges of Chicago’s Minority and Women-Owned Business Enterprise (MWBE) Contract Participation Plan. DUTIES & RESPONSIBILITIES: 1. Monitors the utilization of MWBE firms that are actively participating on City Colleges of Chicago (CCC) contracts. Reviews Bid/RFP solicitations, vendor bids/proposals, and Board reports to ensure proper application of the MWBE program. Reviews documentation for MWBE compliance on construction projects, including waivers of liens and certified payrolls of prevailing wages for prime and subcontractors. Evaluates and monitors vendor participation in CCC student hiring programs. Provides training and assistance to CCC staff regarding the MWBE program objectives and procedures. Participates in workshops, seminars, outreach and networking sessions. Participates in pre-bid/pre-submittal conferences Interprets and explains the guidelines of the MWBE program to potential vendors Investigates complaints and allegations of MWBE non-compliance Conducts dispute resolution for MWBE compliance issues; prepares detailed summaries and reports. Adheres to CCC Customer Service Excellence Standards. Performs other duties as assigned.

Requirements

QUALIFICATIONS: Graduation from an accredited college or university with a Bachelor’s degree, supplemented by two years of experience in MWBE contract compliance monitoring or an equivalent combination of training and experience is required. Experience with MWBE compliance monitoring of construction projects preferred. Ability to conduct contract monitoring reviews and evaluations. Ability to prepare detailed compliance reports. Ability to interpret contract compliance requirements to potential and current vendors. Ability to work with vendors and CCC staff to resolve contract compliance deficiencies. Proficient in MS Word, Excel, PowerPoint and Access software programs. Knowledge of PeopleSoft preferred. Knowledge of construction project management software preferred. Must have strong analytical skills. Must possess excellent written and verbal communication skills. Must be self-directed and innovative, able to assess current operations in an effort to improve the future goals of the District. Must be able to meet deadlines in a timely manner.
