Driving this growth is the insourcing of currently contracted rail delivery and facilities maintenance services. It is anticipated that this move will double the size of the agency to nearly 300 employees. OUR HISTORY The North County Transit District (NCTD) was established in 1975 to plan, construct, and operate public transit and provides about 10.3 million passenger trips per year, primarily in North San Diego County. It covers a geographic area of approximately 1,020 square miles with an approximate population of 964,000 people. Services include BREEZE bus, SPRINTER hybrid rail, COASTER commuter trains, FLEX demand response, and LIFT ADA paratransit service. NCTD shares the use of its tracks with rail partners Amtrak, Metrolink, BNSF, and Pacific Sun Railroad. Amtrak and Metrolink operate more than 264 commuter trains on our tracks every week, with BNSF and Pacific Sun moving more than 9.6 million pounds of freight. NCTD is governed by a Board of Directors. NCTD's Operating Budget is approximately $145 million (FY22), and Capital Improvement Program is approximately $43 million (FY22). NCTD's mission is to deliver safe, convenient, reliable, and user-friendly public transportation services. Our vision is to build an integrated transit system that enables our customers to travel easily and efficiently throughout our growing region. NCTD has implemented cutting-edge green initiatives and sustainability programs that minimize the environmental impact of public transit. At five locations, NCTD has installed solar panels that generate energy for the agency. NCTD uses low-energy lighting and biodegradable cleaning supplies, installed electric car chargers at the Oceanside Transit Center, and procures buses to operate in a demonstration pilot across the NCTD service area six battery-electric buses and eight fuel-cell electric buses. COMMUNITY Oceanside is a coastal city in Southern California. It is the third-largest city in San Diego County, with a population of 178,340 as of the 2020 Census. Together with Carlsbad and Vista, it forms a tri-city area. Oceanside is just south of Marine Corps Base Camp Pendleton. THE POSITION As our next Director of Procurement and Contracts Administration, you will report to the Chief Financial Officer and take direction from the General Counsel on legal and regulatory matters. This position has direct supervisory responsibility for staff positions and may also oversee the work of consultants and contractors. Further, the position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.

The successful candidate will exercise sound judgment and deductive reasoning; interpret, explain, and diplomatically enforce procurement policies and procedures; effectively procure quality products, services, and equipment on a timely basis at competitive prices; analyze, evaluate, and modify complex purchasing methods and procedures; analyze and evaluate products and price variables requiring in-depth research; evaluate technical and functional specifications prepared by departments for accuracy and appropriate content; prepare accurate and legally correct complex specifications and contracts; and prepare clear, concise and detailed statistical reports. The selected candidate will be able to present alternative options and creative solutions in addressing challenging procurement issues. Values the ideas of others and routinely collects their input as part of the decision-making process QUALIFICATIONS: Experience/Education * Bachelor's Degree in business administration, public administration, accounting, or a related field is required; Master's Degree or Juris Doctor preferred. * Minimum 10 years prior directly relevant experience, including five (5) years supervisory experience required. * Applicable coursework and/or training in federal and state procurement laws and regulations is desired. * Previous solid experience with Federal Transit Administration (FTA) regulatory procurement requirements * Previous public sector or transit industry experience strongly desired. A combination of experience/skills and education to fulfill the requisite knowledge, skills, and abilities for this position may be considered. Certificates/Licenses * Possession of and the ability to maintain a California driver's license, Class C, and a satisfactory driving record for the last five years. * Maintain compliance with the District's policies regarding conflict of interest and ethics. * Must be able to obtain and maintain access to Marine Corp Base Camp Pendleton. The successful candidate experience should also include: General Requirements: * Expert knowledge of contracting rules, regulations, and procedures, such as Uniform Commercial Code, California Public Contracting Code, Federal Transit Administration Third-party Contracting Guidance (FTA C. 4220.1F) and other laws and regulations pertaining to the solicitation of bids/proposals, evaluation of offers, negotiations and awarding of contracts, including proposal preparation, negotiation, legal aspects and financial accounting. * Advanced knowledge of and experience with public agency and construction contracting rules and regulations. * Strong business acumen and advanced negotiation skills. * Ability to create and maintain good working relationships through excellent communication and teambuilding skills, including the ability to engage successfully with both internal and external contacts and the public. * Strong analytical and critical thinking skills including exceptional attention to detail; ability to gather, organize, analyze, and present data to appropriate sources; ability to interpret and apply local, state, and federal rules and regulations accurately and effectively.
