Overview The Multnomah County Library is hiring for a Contracts Specialist Senior to support contracts and procurement work as the Library continues to transform to meet the diverse needs of our community. The Library system includes 19 branches spanning the cities of Portland, Gresham, Troutdate and Fairview, and it is funded by the Multnomah County Library District. The position will be based in Portland, Oregon.

In this role, you will provide a full range of contract administration and procurement activities including: Performing the most complex and specialized contract assignments. Researching and analyzing specialized contract areas. Providing and implementing recommendations. Assisting in the development of departmental and/or countywide policies. Preparing and developing requests for contracts and amendments; compiling data to prepare proposals and reports. Compiling and developing procurement/solicitation documents, writing new statements of work, specifications, written agreements, contracts, and reports for department contracts. Providing assistance to programs in the development of work statements, payment terms, insurance levels, measurable program outcomes, and appropriately written special conditions, clauses and provisions. Understanding and interpreting terms and condition clauses that pertain to liability, indemnification, warranty, and liquidated damages. Interviewing, negotiating, and serving as a liaison with vendor representatives regarding procurement requirements and other related responsibilities. This position requires someone with the ability to work respectfully and capably with people from all departments and job profiles. You should demonstrate a positive attitude, excellent interpersonal skills, cultural sensitivity and a sense of humor while working with internal customers, co-workers and vendors.

- 3 years of experience that demonstrates the ability to perform the duties of the position.

- Working knowledge of public sector proposal analysis and procurement.

- A bachelor's degree or equivalent experience in a related field.
