Summary: Performs contract administration and acts as liaison between procurement, the district attorney and other stakeholders. Monitors compliance with contract terms and conditions, compliance with grant requirements, negotiation of contract amendments, extensions, and change orders. Prepares highly technical and complex specifications, contracts and solicitation documents, including all related research and value analysis. Prepares and analyzes competitive sealed bids, competitive sealed proposals, requests for quotations and requests for statements of qualifications. Participates in prescribing and administering operational procedures governing the procurement functions of all departments. Analyzes current procurement activities and recommends improvements to increase efficiency and ensure compliance, which may include revisions to policies and procedures. Establishes, maintains and disseminates guides, manuals and other documents regarding procurement policies and procedures. Ensures compliance with legislative mandates and procurement policies and procedures by reviewing and monitoring procurements conducted by any designee, department, agency or official. Develops, coordinates and conducts internal and external procurement training. Provides procurement support services and acts as liaison between procurement and other centers. Assists in the administration or management of the procurement card program, if required. Researches market sources and vendors to locate and ensure the most cost effective and competitive pricing for the purchase of supplies and services. Receives and evaluates proposals and bids; assists in the award or recommends the award of contracts. Conducts negotiations with suppliers on proposals, contracts, and contract claims. Negotiates with consultants and contractors regarding specifications, scope of work, prices, terms and conditions. Performs contract audits when required. Assists in establishing and maintaining programs for the inspection, testing, and acceptance of supplies and services. Determines budgetary requirements to maintain the program; makes recommendations on the annual budget; monitors program budget. Utilizes current technology, as appropriate, to perform job functions and participates in training programs offered to increase technology skill level and proficiency related to job assignment. MINIMUM TRAINING AND EXPERIENCE * Minimum of (five) 5 years related experience * Supervisory experience a must * UPPCC Certified Public Purchasing Buyer Certification (CPPB) and/or Certified Public Purchasing Officer (CPPO) certification
