If this sounds like you, then consider being the Procurement Systems and Compliance Manager for Loudoun County Government. Loudoun County's national award-winning Division of Procurement is seeking highly motivated applicants for the Procurement Systems and Compliance Manager position. This position provides continued support, guidance, and advice to all County departments regarding various procurement systems, including, but not limited to Oracle EBS Purchasing, PCard, and other centrally managed procurement related systems. The successful candidate will develop, implement, and update policies and procedures related to various procurement systems and programs. This position will manage the Delegated Purchasing Program that supports the decentralization of some procurement activities to departments and conduct reviews of department purchasing activities. Excellent written and oral communication skills are necessary for this challenging position. Additionally, significant attention to detail, comprehensive documentation, good organization skills, training development, and intuitive thinking are essential to be successful in this position.

Requirements

Requires any combination of education and experience equivalent to a Master's degree in Business or related field with courses in procurement or related subjects; three (3) years of related work experience preferably with some experience in a government procurement office; or equivalent combination of education and experience. Previous experience with PCard programs and Oracle EBS is highly preferred. Certified Professional Public Buyer (CPPB) certification preferred. Knowledge of the Virginia Public Procurement Act is preferred, but training will be provided. Experience in governmental procurement (federal, state or local) is also preferred.
