Essential Functions This information is intended to be descriptive of the key responsibilities of the position. The following examples do not identify all duties performed by any single incumbent. Manages the day-to-day activities of the Purchasing Division by planning, organizing, and supervising the workflow of employees; mentors and supports staff, prepares performance evaluations and participates in the hiring, promotion, termination and disciplinary recommendations. Administers the City's procurement needs in accordance with Texas Statutes, City ordinances and policies and current procurement objectives; Maintains professional contacts and updates staff on legislative changes. Develops a thorough understanding of the procurement software and electronic bid software to provide support to employees and to ensure all City policies and procedures are followed; Provides training sessions for employees involved in the procurement process and maintains current desk procedures and policy manuals. Directs and manages the preparation of bid specifications, analysis of bids, bid awards and provides support to departments in preparing reports for management and City Council; Prepares written council communication items as needed. Attends Council meetings when agenda items containing purchasing issues are scheduled. Directs and manages contract administration to ensure City interests are protected and services are provided in accordance with specifications; collaborates with other public organizations to obtain favorable cooperative purchasing agreements. Administers the procurement card program, reconciliations and training to ensure employees follow the P-card policy. Establishes and maintains effective vendor relationships by consulting with departments and agency representatives, mediates disputes and coordinates/negotiates best prices for the City. Develops and implements procedures for the disposal of scrap, obsolete and surplus materials and equipment to ensure proper disposal and scheduling of periodic auctions. Oversees Purchasing division budget process; provides support to the Vehicle Replacement Committee, monitors encumbrances citywide, prepares and monitors year end processes and other duties as assigned.

Requirements

Formal Education / Knowledge Bachelor's degree in Business Administration or closely related field. Working knowledge of current state laws pertaining to municipal purchasing in Texas, types of supplies, materials and equipment commonly used by municipalities and understanding of principles and practices of governmental purchasing. Experience Five years of experience required in public purchasing, with three years of increasingly responsible supervisory experience.

Certification and Other Requirements Valid Class C Drivers License. Certification required or to be obtained within one year of employment: Certified Purchasing Manager (C.P.M.), Certified Public Purchasing Officer (C.P.P.O.), and/or Certified Professional Public Buyer (C.P.P.B.).

The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. The assignment may be reviewed upon completion. Performance is reviewed periodically. Budget Responsibility Does research for documents, compiles data for computer entry, and/or enters or oversees data entry. Has responsibility for monitoring budget expenditures (typically non-discretionary expenditures) for a work unit of less than department size (programs, activities, projects or small organizational units) Supervisory / Organizational Control Work requires supervising and monitoring performance for a regular group of employees or a work unit including providing input on hiring/disciplinary actions and work objectives/effectiveness, performance evaluations, and realigning work as needed. A first line supervisor typically performs these functions. Complexity Work is governed by broad instructions, objectives and policies. Requires the exercise of considerable initiative and independent analytical and evaluative judgment. Interpersonal / Human Relations Skills Requires the ability to inform, persuade and guide others in coordinating activities of a project, program and/or team. Maintains a professional manner and demeanor, acts courteously and sets a professional example for subordinates.
