Under the general direction of the Director of Procurement, Contract and Distribution Services, the Associate Director of Procurement provides leadership, direction and management of the day-to-day activities of procurement and distribution services staff to provide the University with the best value in goods and services while achieving compliance with State, Federal, and CSU requirements. The Associate Director manages or oversees complex RFP and bid projects for the campus and serves as the primary point of contact and problem resolution for bid disputes, protests and interpretation/clarification of policy. The Associate Director also analyzes and makes decisions to ensure contract terms and conditions have favorable pricing, terms, etc. and provides oversight of the campus procurement credit card program.

Requirements

EDUCATION AND EXPERIENCE: Bachelor's degree in Accounting, Business, Finance, Supply Management, Contract Management, or related field (or equivalent combination of education/experience). Four (4) years of related practical experience in purchasing and contracts, of which at least two years must have involved direct responsibility for managing a wide variety of contracts and procurements related to the design and construction of higher education facilities is desired. Comprehensive knowledge of competitive bid administration and knowledge of principles, practices and procedures of contract law is required. Experience in interpreting and applying state and federal regulations applicable to procurement and contract services. Relevant work experience in a complex organization with the scope sufficient to manage the requirements of the position.

SKILLS, KNOWLEDGE, ABILITIES Working knowledge of the RFI/RFP process including the development of content, evaluation of proposals, supplier selection processes, negotiation approaches for bid events or sole sources is required. Ability to independently lead and perform all phases of procurement and contracts administration. Ability to collaborate on financials management systems and experience in personal computer applications. Excellent analytical skills as well as outstanding written, oral, and interpersonal communication skills. Ability to initiate, establish, and foster communication and teamwork by maintaining a positive, cooperative, productive work atmosphere in the University with the ability to establish and maintain effective working relationships within a diverse population and with those from various cultural backgrounds. Ability to supervise, direct and train staff and monitor progress toward established goals. Familiarity with Environmentally Preferable Purchasing and incorporation of sustainability measures. Strong background and/or knowledge in strategic sourcing, procurement, and distribution services. Strong leadership skills with a background in transformational leadership that inspires innovation. Ability to interpret, communicate and apply policies and procedures. Demonstrated ability to maintain a high degree of confidentiality. Excellent organizational and time management skills with the ability to set own priorities to coordinate multiple assignments with fluctuating and time-sensitive deadlines. Excellent computer skills and competence with a variety of computer applications including word-processing, spreadsheets, databases, on-line systems, Internet as well as online calendaring and email. Working knowledge of or ability to quickly learn University infrastructure, policies and procedures. Must be willing to travel and attend training programs off-site for occasional professional development. Must be willing to attend and participate in system-wide meetings off-site. Regular attendance is required.
