Duties and Responsibilities Manage the procurement of all commodities, service and construction for the County. Confer with County departments to determine purchasing needs; assist departments in the development of specifications, vendor qualifications, cost and/or price analysis, and contract negotiations. Direct the preparation and process of formal solicitations issued in a large central procurement department for all County projects. Manages, monitors, and evaluates the day-to-day departmental operations as assigned by the director; assigns, reviews, approves, and processes solicitations; assist director by performing the management functions related to the day-to-day tasks. Develop procedures for procurements and awarding of contracts in accordance with County, State, and Federal regulations to ensure cost-effective and timely completion. Manage the selection, training, and evaluation of staff; resolve personnel problems within the division. Interact with Federal, State, and local governments, elected officials, vendor/contractor community and the public.


Minimum Education and Experience Requirements: Requires and combination of education and experience equivalent to a Bachelor's Degree in Business administration or closely related field and two years procurement or closely related experience. Five years of experience, with three years in management is preferred. Licensing/Certification Desirable Certified Public Purchasing Officer (CPPO) and/or Certified Professional Public Buyer (CPPB) desirable.
