King County’s Finance and Business Operations Division, Procurement & Payables, has an exciting opportunity to be a Contract Specialist 3 working on the Harborview Bond Project. This position is responsible for providing expertise as a technical procurement specialist for major capital improvement projects involving Harborview. This recruitment will be used to fill other upcoming Contract Specialist 3 and Contract Specialist 2 positions within the next six months. Our ideal candidate will be a creative, strategic forward-thinking, team member who is detail oriented and can work both collaboratively and independently, enjoys finding solutions to procurement and business challenges, and does this all with a positive attitude. You will also have experience in Design/Build, GCCM and other negotiated capital improvement contracts.

Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to: Analyze project requirements and determine the best method of procurement Collaborate with project managers to define procurement requirements including proposed qualifications, value of the contract, term of contract, reference documents, and ensure proper contractual guidelines are followed in the procurement process Develop alternative public work procurement documents in collaboration with consultants, agency stakeholders, and the Prosecuting Attorney’s office Administer alternative public work procurements in accordance with the Revised Code of Washington, County policies and procedures and project schedules Assist in the preparation of Capital Projects Advisor Review Board (CPARB) application materials Prepare and advertise Request for Qualifications (RFQs)/Request for Proposals (RFP) for alternative public works procurements Facilitate multi-step procurement processes that include evaluation meetings, interviews, proprietary meetings, and debriefs with consultants and County staff ensuring compliance with applicable policies and procedures. Facilitate contract negotiations for Guaranteed Maximum Price type contracts. Provide leadership and input to initial agency position on protests from unsuccessful bidders/proposers. Develop, review, and edit boilerplate documents such as solicitations, contracts, letters, forms and manuals for inaccuracies and inconsistencies; research cited references to RCW, WAC or CFR to ensure references are current; and revise and write sections of boilerplate to reflect King County changes in procurement and contracting approach.


Minimum Qualifications: Experience working in Construction and Architectural & Engineering (A&E) contracting; knowledge of industry principles and practices including alternative public works procurement methods. Experience developing and procuring design-build and general contractor/construction manager negotiated procurements as defined in RCW 39.10. Knowledge of contracting laws, regulations, and best practices. Experience managing different opinions Strong communication, interpersonal, writing and customer service skills Intermediate level of technology proficiency using MS Office Productivity tools in your daily work Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products Ability to work with people from diverse backgrounds.

We would love it if you had: Associate DIBA or DBIA certification from the Design Build Institute of America Experience with alternative public works delivery methods such as general contractor construction manager and design-build Knowledge of public procurement methods, systems, and processes Experience with LEAN processes and principles Experience with SharePoint, MS Teams, and other collaborative online tools

This position is FLSA Exempt from the provisions of the Fair Labor Standards Act and is therefore not overtime-eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday. This position is represented by Teamsters Local 117 PT&A. Applicants from this recruitment could be used to fill multiple career service Contract Specialist 2 or Contract Specialist 3 positions. These positions could also be filled as term-limited temporary or Special Duty Assignment contract specialists. The work associated with this position will primarily be performed in a hybrid schedule, working remotely 3-4 days per week, with 1 day per week working in our Seattle King County office. There are in-person meetings needed one day per week. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
