The Procurement Supervisor is responsible for the day to day management of the procurement team, including the direct supervision of procurement staff; providing coaching, training and guidance to a team of procurement specialists. They will participate in the development of special projects, procedures, and reports related to various contracting and purchasing issues and may monitor the contract administration function by providing guidance and training on Port contracting rules, policies and procedures to customer departments and serving as the process expert in contract and procurement transactions. SUMMARY OF ESSENTIAL RESPONSIBILITIES: -Provide procurement training and consultation, and delegate work to less experienced work group members. -Monitor and evaluate progress of work group members. -Develop performance goals and conduct performance coaching. -Primary procurement contact for complex user departments as assigned by C&P Manager. -Process all departmental requisitions, develop solicitations, manage procurement processes. -Execute and amend contracts as necessary. -Issue task orders, contract amendments, and purchase orders for user departments. -Accurately track work in department work tracking system. -Contribute in setting direction for operational strategies and goals for Contracts and Procurement. -Report and recommend suggestions for process and procedure improvements to C&P Manager. -Provide training and consultation on procurement processes and procedures to user departments as required.
RequirementsMINIMUM REQUIREMENTS/SKILLS AND ABILITIES: MINIMUM REQUIREMENTS: Bachelor's degree in Business Administration, Supply Chain Management, or related field is preferred; or, the equivalent combination of education and/or relevant experience is required. Minimum of five (5) years of contracts, procurement, material management or other related experience is required. Experience in public procurement is highly preferred; private procurement experience is of lesser importance. Prior experience with staff supervision is desirable. Advanced knowledge of the following is required: -State statutes, Oregon Revised Statutes is preferred, and Federal (USDOT & FAA) regulations pertaining to procurement and contracting with experience in the application of both; and, -Principles, theories and concepts of purchasing materials and services including negotiations and contracting rules with an emphasis on public improvement contracting. -Working knowledge of current Microsoft database, spreadsheet and word processing applications and electronic procurement/purchasing systems. The following professional purchasing and contracting certifications are highly desired for this position: National Institute of Government Purchasing - Certified Procurement Professional (NIGP-CPP) Certified Professional Public Buyer (CPPB) Certified Public Purchasing Officer (CPPO) Construction Documents Technologist (CDT) Certified Professional in Supply Management (CPSM) SKILLS AND ABILITIES: -Skilled at negotiating contracts and/or agreements. -Demonstrated experience in working with public or private vendors and agreements -Knowledge and experience related to contract administration and contract terms. -Demonstrated ability to express ideas clearly in written and oral communication. -Excellent document formatting and proofreading skills for spelling, punctuation and grammar. -Able to perform basic and advanced math functions related to cost/price analysis problems and apply basic accounting principles. -Well-organized and able to prioritize tasks to meet changing priorities and deadlines. -Work effectively in collaboration with superiors, peers and team members. -Promotes safety as a guiding principle and continuously improve towards operational excellence while complying with Safety and Health policies and procedures. -Proven team player who shows the utmost respect for others. Ability to: -Apply principles and techniques of supervision to direct and motivate employees. -Achieve business results through others and maintain appropriate management controls. -Assign and oversee staff work, facilitate professional growth, provide coaching, give regular feedback, and recommend annual compensation adjustments. -Ensure customer departments adhere to Port procurement rules and policies and are in compliance with Oregon State Statutes and /or applicable federal regulations. -Effectively manage multiple customer demands and conflicting priorities. -Analyze and solve a variety of complex problems. -Exercise judgment and actions within defined practices and policies where problems and situations can be unique and require the collection and interpretation of information. -Demonstrate commitment to valuing differences among individuals and passion for being inclusive.
