The Senior Procurement Specialist will have a focus on partnerships with complex user departments, and have meaningful contributions related to developing, soliciting, evaluating, and purchasing Port-wide goods, trade and IT services and personal services through a variety of solicitation methods. This individual will work closely with our Information Technology group and will be familiar with the needs of an IT department. Summary of Essential Responsibilities:
-Act as point of contact for your assigned department, working with your colleagues to lead the process for requisitions, developing solicitations, and managing the procurement processes which include Invitation to Bid (ITB), Request for Proposal (RFP), Request for Qualifications (RFQ), and/or other methods as allowed by State statute and Port of Portland contracting rules.
-You will be negotiating contracts and agreements and will work with public as well as private vendors.
-Experience related to contract administration and contract terms will be needed to be successful in this role.
-You will be using desktop and laptop computers and will be creating and editing documents and in and out of spreadsheet applications every day, so knowledge and experience in working with electronic procurement/purchasing systems is needed.
-Reviewing, evaluation and then executing amendments to contracts is a large portion of this position.
-Responsible for issuing task orders and purchase orders for you assigned departments.
-Helping others learn about the procurement process and providing training and consultation on procurement processes and procedures to other Port staff is needed for this job.
-Participate in team projects including but not limited to Shared Prosperity through Contracting is a goal for the Port and our department, this position will take part in this work and will be expected to make recommendations and suggestions for process and procedure improvements to move this work forward.
Minimum Requirements/Skills and Abilities:
-Bachelor's degree in Business Administration, Supply Chain Management or related field is preferred.
-Minimum of five (5) years of contracts, procurement, material management or other related experience is required for Senior Level III.
-Strong background in public procurement is highly preferred but not required. Proficiency with databases, spreadsheets, word processing applications and electronic procurement or purchasing systems is needed.
-Proofreading and editing for spelling, punctuation and grammar as well as the experience in performing basic and advanced math functions related to cost/price analysis problems is needed.

-State statutes, Oregon Revised Statues highly preferred, and Federal (USDOT & FAA) regulations pertaining to procurement and contracting with experience in the application of both.
-Principles, theories, and concepts of purchasing information technology-related procurement. . Business systems, inventory controls, cost of doing business.
-Principles of negotiations and contracts.
-Information Technology solicitations, contracting terms, and capital projects.
One or more of the following certifications is preferred, but not required to apply for this job:
-Universal Public Purchasing Certification Council Certified- Professional Public Buyer (CPPB) and or Certified Public Purchasing Officer (CPPO)
-NIGP Certified Procurement Professional (NIGP-CPP)
-Institute of Supply Management
-Certified Professional in Supply Management (CPSM)
-NIGP Specialization Certificate: Technology Procurement
-Customer service with a personal touch to ensure assigned departments understand the importance of adherence to Port procurement rules and policies and are in compliance with Oregon State Statutes and applicable federal regulations.
-Creative and innovative thinking to help the strategy for the development of complex procurement projects.
-Expressing ideas clearly in written and oral communication and highly skilled at formatting and producing correspondence for both internal and external audiences.
-Accurately track work within department work tracking system including inputting and retrieving data in a timely manner.
-Demonstrate the Port's commitment to valuing differences among individuals and passion for being inclusive.
-Support and actively participate in Shared Prosperity tasks and projects. Organize workload and prioritize tasks to meet changing priorities and deadlines.
