The primary focus of this position is to assist City staff with contract compliance issues, including but not limited to construction contracts, professional service agreements, personal services contracts, software/SaaS agreements, intergovernmental agreements, and other maintenance and service agreements. This position works with departmental project managers and other City employees to ensure that the contracting process and outcomes meets their specific needs and interests while complying with the City’s Charter, Code of Ordinances, and other legal requirements. This position helps train end users about responsibilities in the contract and provides technical assistance to City staff. The position assists the Purchasing and Contracts Manager in monitoring, directing and creating administrative policies and procedures for procurement contracting activities.


Any combination of education and experience equivalent to a Bachelor’s Degree from an accredited college or university with major coursework in purchasing, business administration, public administration or related field; four or more years of progressively responsible experience in governmental contract administration and contract management; and training in contract law and basic insurance and indemnification laws. Course work from NCMA, NIGP, or ISM may be substituted for major college coursework. Juris Doctorate (JD) desired.
