The Central Procurement Division is seeking candidates to fill two Finance Procurement Manager positions. The Central Procurement Division is responsible for purchasing a large variety of citywide goods and services and these positions will manage a team of procurement professionals. One Finance Procurement Manager position will focus on establishing processes, training, automation, continuous improvement, and use of technology by overseeing activities in support of the Central Procurement Division and citywide users including developing and administering procurement trainings encompassing both procurement policy and procedure, and hands-on processing and use of current systems. This position will also administer existing systems and lead citywide implementation efforts for new procurement products and technology. The other Finance Procurement Manager position will oversee a team responsible for conducting a variety of procurement activities including preparation of specifications, conducting competitive solicitation processes for commodities and services, and preparation, renewal, and monitoring of citywide commodity and service contracts.

Requirements

IDEAL CANDIDATE

Ability to: Correctly interpret complex laws, regulations, and agreements and to follow policies and procedures. Break down complex information into comprehensive parts, ask questions, and synthesize and analyze the information. Effectively prioritize and manage multiple projects and meet deadlines. Translate business needs into system requirements. Exemplary customer service skills. Excellent written and oral communication skills. Knowledge of local, state, and federal laws related to procurement. Possession of critical thinking skills, initiative, and professional judgment. Strong data analysis skills and familiarity and ability to develop custom reporting (Power BI, Tableau, etc).

MINIMUM QUALIFICATIONS

Bachelor's degree in business or public administration, public policy, finance, or a related field. Four years of professional procurement experience, two of which involved overseeing the procurement activities of a high-volume governmental procurement section including experience in contract administration and contract writing. Other combinations of experience and education that meet the minimum requirements may be substituted. The City job description can be found here. PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus: Certifications in: Professional Public Buyer (CPPB) Certified Public Procurement Officer (CPPO) Certified Professional in Supply Management (CPSM) Certified Purchasing Manager (CPM) Project Manager Lean Six Sigma Black Belt Scrum Master Public sector/government procurement experience. Experience with system administration. Experience with SAP/SRM or other e-procurement systems. Experience leading projects and/or initiatives and engaging both internal and external stakeholders.
