The ideal candidate has a strong administrative background with prior municipal or government experience in the purchasing/procurement of materials and services.
GENERAL STATEMENT OF JOB: This position is responsible for small dollar procurements, including Procurement Card program administrator, supports the Buying staff with procurement related functions, and coordinates and administers the disposal, transfer, or selling of surplus inventory. Under supervision of the Purchasing Manager, handles office administration and provides supervision to subordinate staff as assigned. Responsible for the efficient operation of the mail room and personnel.
ESSENTIAL FUNCTIONS: Processes small dollar purchase requisitions; Checks for compliance with State and City purchasing regulations; Develops and administers Request for quotes with supervision; Supervises subordinate personnel; Oversees operation of the Mail Room and mail delivery and distribution; Maintains assigned term contracts; Researches Florida State Contracts and Intergovernmental contracts; Administers Procurement Card program with supervision; Administers disposal, transfer, or selling of surplus with supervision; Performs administrative duties related to the bid process; Answers main phone line when necessary; Develops and performs complex bid tabulations; Assists Buying staff in the development and research of vendor lists, specifications and related information for assigned procurements; Assists Buying staff in the development and processing of bids, bid openings, and award of bids; Acts as Procurement records liaison; Updates/maintains Purchasing website; Updates and maintains electronic bidding system bid library; Coordinates procurement items for Council award; Assists in Purchasing training courses for City staff; Obtains information from vendors for quotations by telephone, or in person concerning price and availability of requisitioned items; Conducts market surveys and other research to report on market fluctuations; Liaison with City Staff and vendors in determining commodity needs, service needs and schedules; Assists vendors with electronic bidding system; Maintains electronic board data; Back-up to mailroom operation; Provides administrative support as required.
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of business methods, markets and purchasing practices with the ability to analyze data and draw sound conclusions; Knowledge of the laws relating to public purchasing; Knowledge of various grades and qualities of a variety of materials, supplies and equipment used by the City; Knowledge of standard office procedures, practices and equipment; Knowledge in the use of the City’s computer software (Microsoft Word, Excel, Access and Outlook); Ability to establish and maintain effective working relationships with City officials, vendors and the general public; Ability to follow oral and written instructions. Ability to express ideas clearly and concisely both orally and in written form; Ability to organize and handle multiple tasks and prioritize workload and ability to learn City procurement software systems (Oracle and IonWave) and mailroom equipment.
Requirements
MINIMUM AND PREFERRED QUALIFICATIONS: Associate’s degree with major course work in business administration, contract management, purchasing, or related field from an accredited college or university required; Minimum of one (1) year government procurement experience required; Intermediate level personal computer skills required; Possession of valid State of Florida Class “E” driver’s license.

Communicate with others to exchange information; Reading comprehension to proofread and check documents for accuracy. Repeating motions that may include the wrists, hands, and/or fingers. Operates a computer and other equipment using motions requiring manual dexterity or fine motor skills; Operating motor vehicles or heavy equipment. Work in a normal office environment with few physical discomforts. Work with equipment or performing procedures where carelessness would probably result in minor cuts, bruises, or muscle pulls. Work a fluctuating work schedule.
