We are currently looking for a Finance and Analytics Professional in our Public Utilities Department who will work with the enterprise departmental operating and capital budgets, debt management, financial/rate analysis, revenue forecasting, special projects, and analytical reporting strategies. You'll also administer business unit planning and budgeting processes, facilitate the financial, administrative and assessment processes, develop strategic budget plans, implement, and monitor program and project budgets, design performance data collection processes and interact with internal and external managers. Financial Duties Develop and maintain rate models, budget models, debt models and revenue/expenditure models, including coordinating rate model analyses conducted by outside consultants to measure trends and past performance. Conduct Public Utilities revenue forecasting and implement strategic operating and capital budget schemes. Develop strategic budget plans, implements and monitors planning processes including BCC presentations, budget workshop presentations, and divisional and departmental managers briefings including necessary backup materials. Research, develop, manage, and coordinate annual operational, capital and revenue related calculations and facilitates entry into Gov/Max. Coordinate and initiate Capital Improvement Projects (CIPs) and assemble work teams to help prioritize projects. Interface periodically with divisional management teams to present operating and capital improvement budgets and evaluate projected variances to approved budgets. Facilitate financial, administrative and assessment processes. Ensure fiscal compliance with operating, capital improvement and fund balance funding. Provide consistent monthly financial reporting information to the Public Utility management team. Coordinate the Utilities’ system information in the Official Statements associated with issuing new revenue bonds. Assist Public Utilities Finance Manager with proactive assessments of fraud awareness, prevention, detection and risk mitigation activities, reviews audit findings and ensures appropriate controls are established and implemented. Administrative Duties Facilitate strategic business planning meetings with diverse management teams to assure financial and budgetary needs. Develop ongoing fiscal compliance parameter training plans. Participate in high-level Public Utilities leadership staff meetings, raise issues, and seek uniform policy decisions. Share and disseminate information to the Public Utilities team. Participate with Public Utilities management regarding annual strategic planning and staffing plan development. Participate in development/negotiation of inter-local and other agreements. Prioritize, coordinate and track eBAR and eCAR Board items in eGenda and provide divisional status in local tracking systems. Implement and facilitate special studies and analysis projects for Public Utilities Director, Senior Division Managers, and the departmental management team to review and analyze project tracking, schedule, and measure for the department. Assist Finance Manager with financial training programs & facilitate staff professional growth through fiscal procedural changes. Train other staff on GovMax and/or other computerized financial management systems. Manage the Utilities Franchise program; review franchise utility reports, manages the process for regulatory hearings required by Sarasota County Code and monitor or prepare rate or service-related inquiries received by regulated Franchise Utilities and their customers.

About You:

Minimum Qualifications: Bachelor’s Degree with major course work in Public Administration, Business, Accounting, Finance, Economics, or job-related field 3 years professional job-related experience OR - 7 years professional job-related experience in management of technical projects/programs can be substituted at management discretion for the required education OR - Progressively responsible related professional experience can substitute on a year-for-year basis for the required degree.

Preferred Qualifications: Master’s Degree and can count for one-year of experience Professional experience in governmental accounting or auditing
