The Joint Office of Homeless Service (JOHS) is looking for a passionate Contract Specialist Senior to join our team. This position will serve as the subject matter expert in human services contracts for assigned program areas. The Contract Specialist Senior will develop clear, accurate, well written contracts that are in accordance with applicable rules, policies and procedures. They will be responsible for assuring accountability in the contracting and expenditure of public funds and perform a variety of professional and technical tasks related to the development, execution and oversight of complex human services contracts, intergovernmental agreements and memoranda of understanding.


The primary functions of this role include: Technical Writing Generates unique documents (letters, memos, forms, procurement documents, etc.) with the express purpose of translating programmatic desires and requirements into legally sufficient documentation detailing the procurement and contractual aspects of the department. Crafts requests for procurements/contracts/amendments into language which reflects an accurate interpretation and implementation of policies, principles and program needs. Develops service contract documents with appropriate procurement documentation and SAP document for program office and fiscal review. Develops appropriate documents for revenue contracts and interdepartmental agreements. Makes all necessary edits before routing contract/ amendment for signatures by county officials and the contractor. Prepares termination letters, as appropriate, to suppliers whose contracts have expired and will not be renewed. Edits very technical and legally binding boilerplate templates to ensure county risk is minimal and defensible. Contract / Procurement Planning, Development, and Program Support Develops a variety of service contracts and intragovernmental agreements (IGA’s) that meet the requirements of funding sources and ensure their timely processing. Convene and staff workgroup of stakeholders to design, implement and monitor a complex network of program and service contracts which meet the program’s objectives. Gathers the necessary programmatic details required to generate compliant, legally sufficient procurement and contractual documentation. Provides technical assistance and support to assigned Divisions/Programs in the development of statement of work, payment terms, measurable program outcomes and appropriately written special conditions. Provides technical and administrative assistance in the research, design, development, implementation, monitoring and evaluation of contracts. ERP System- Technology Proficiency (MMP/Workday = County ERP software) Creates required documents/templates that serve as a foundation for all contracting actions and enter data into MMP resulting in contracts. Creates sourcing events and/or contracts in MMP. Requests insurance certificates and spend categories. Builds contract shells and creates/inserts scopes of work. Routes contracts for review through MMP. Updates contracts in Workday. Coordination for Procurement and/or Contracts Support Establishes and maintains effective working relationships with other department staff, other county employees, providers, contractors, elected officials and the public. Specifically, this position works with program and fiscal staff, managers, county attorney, central purchasing, contract staff, and community providers to write agreements that benefit the direct service clients and other stakeholders. Prepares contracts and supporting documentation in appropriate format and form for approval by others.

Minimum Qualifications/Transferable Skills: A bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position OR equivalency 7-10 years of qualifying training and/or experience.
