Position Summary Responsible for managing the procurement of complex goods, services, and capital construction in compliance with applicable laws and City Directives. This is the journey-level classification in the Buyer series. Target Hiring Range: $23.67/hr - $29.36/hr Essential Job Functions Collaborate with internal customers and/or external consultants in developing specifications for assigned goods, services, and capital construction. Determine the appropriate method of procurement. Ensure required documentation is completed and included in bid solicitation packages. Assist internal and external customers with purchasing inquiries and provide advanced guidance about the procurement process and/or online bidding system. Remain abreast of current market trends as well as purchasing best practices and cost-saving initiatives. Perform cost analysis to determine conformance with current market conditions. Maintain purchasing database by creating and updating the status of purchasing requests. Maintain an audit trail for Purchase Orders including Change Orders and other relevant information. Evaluate Interlocal and Cooperative Purchasing contracts to determine applicability and appropriateness. Remain abreast of and ensure compliance with state procurement laws and City policies and directives. Resolve issues concerning delivery, quality, specifications, damaged materials, non-performance, and billing. Conduct pre-bid conferences with vendors and City Department Managers to facilitate a fair and transparent procurement process. Chair bid evaluation committees to provide procedural and policy direction and guidance for vendor selection. Identify and recruit vendors through networking with government agencies, attending buyer/supplier mixers, and conducting Historically Underutilized Business (HUB) outreach. Prepare Purchasing Reports for bids in excess of $100K for City Council consideration and approval.


Minimum Education & Work Experience

  • Bachelor’s Degree in Business Administration, Supply Management, Public Administration or related field of study
  • Up to 2 years of related experience Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job. Preferred Knowledge - Abilities & Skills Education/ Experience: 2-3 years’ experience in procurement, contract administration, or supply management field; experience with governmental entity. Procurement training from an industry recognized authority e.g. National Institute of Government Procurement (NIGP), State Comptroller’s Office, National Contract Management Association (NCMA) etc. Knowledge, Skills & Abilities: Working knowledge of Local, State, and Federal rules and regulations for government procurement Working knowledge of purchasing and supply management techniques Skill in Microsoft Office (including; Access, Excel, Outlook and Word) Skill with financial software Skill in negotiation tactics Ability to utilize analytical judgment and decision-making abilities appropriate to the work environment, laws, policies and procedures Licenses & Certifications
  • Valid Class C Texas driver's license
  • Preferred certifications in lieu of education: Certified Professional Public Buyer (CPPB), Certified Professional Purchasing Officer (CPPO), NIGP Certified Procurement Professional (NIGP-CPP), Certified Professional in Supply Management (CPSM). Physical Tasks & Working Conditions The incumbent works in a typical office environment; relatively free from unpleasant environmental conditions or hazards; occasional trips to customers, suppliers, business and professional meetings, outdoor auctions and pre-bids as required.
