The Procurement Analyst is a non-union, full-time employee for the tactical coordination of DWSD's procurement process through assigned supervision of Procurement Specialists for goods and services. As such, this role liaises with internal customers (Requisition Managers as well as Requisitioners & Receivers in Fusion) across all DWSD departments, agencies of the City of Detroit, and other external entities, and builds a collaborative framework for this initiative to be successful. The role requires effective communication, creation, and tracking of procurement metrics, building DWSD's vendor/supply base. This position works complimentary to the Contract Analyst and both report to the Procurement Manager. The successful employee is expected to require minimal direction and supervision. ESSENTIAL JOB FUNCTIONS: Functions include: * Review new & contract change order requisitions and reassign to buyers. * Supervise Requisition Specialist's and assigned Procurement Specialist's daily work to ensure deliverables are met on time and with high-quality output. * Coordinate and track the progress of all DWSD contracts and purchase orders from requisition approval through Contract/Blanket/ PO issue through supplier confirmation of receipt to ensure minimal delays. * Track and report monthly on contracts' expiry by date & / funds - propose and ensure change order/closeout procedures are proactively addressed as well as proactively communicated to stakeholders. * Assemble contract approval package, track and coordinate through BOWC, OCP, FRC, and City Council approval processes, as required, to ensure full compliance to DWSD's Procurement Policy * Attend all contract negotiation meetings with DWSD internal customers and potential supplier(s) until consensus has been reached to ensure compliance with the Procurement policy. * Ensure audit compliance by ensuring standard operating procedures are developed, written, and adhered to within the Procurement group * Ensure full compliance to DWSD's Procurement Policy by periodic auditing of current procedures and enforcing organizational principles of integrity and compliance to work rules within SCM. * Train and direct supporting staff and conduct performance reviews while encouraging training and continuous improvement. * Appear in Court, providing depositions and testimony when necessary * Contribute and participate in systems testing, changes, and/ upgrades for SCM. * Follow security and safety policies and procedures in carrying out work duties. RELATED JOB FUNCTIONS: The position will be called upon to * Direct specific project activities, or work as a team member. * Collaborate with other stakeholders, including but not limited to other business units, to have alignment on outreach efforts and publish notifications about construction activities. * Provide functional advice and support for internal departments & vendors. * Advice on requirements, policies, procedures, and best practices to accomplish business relevant to the provision of departmental services. * Perform related work duties as assigned. SUPERVISION EXERCISED: The Procurement Analyst will be required to perform team supervision and coordination activities within the functional unit.

ABILITY TO: * Work effectively individually with minimal supervision or on a team with minimal supervision * Direct team activities to work Plan events, coordinate meetings, and project management * Communicate effectively, both verbally and in writing * Interact tactfully with department personnel, vendors, and the public including public officials * Coordinate and direct projects, making detailed plans to accomplish goals and directing the integration of technical activities. * Confer with internal stakeholders to discuss projects, specifications, procedures, and impact on DWSD * Develop and implement policies, standards, and procedures for an outreach performance * Establish, develop and maintain effective working relationships with other business units as well as external vendors and customers * Effectively utilize appropriate security and safety equipment and procedures * Maintain regular and reliable attendance Minimum Qualifications REQUIRED EDUCATION AND EXPERIENCE (position requirements at entry) * Bachelor's degree; with specialization in Procurement, Finance or related field of study * Minimum of 5 years of experience in or related to Government Procurement / Contracts Management and at least 2 years of supervisory experience in Public Procurement * Knowledge of legal aspects of government procurement in Michigan, contract types, their respective processes, terms & conditions, risk management, supplier performance management * Working knowledge of Board & Council protocols, etc. * Strong written, verbal, and presentation skills and the ability to convey complex information in a way that is understandable to internal stakeholders at varying levels of the organization * Must have excellent interpersonal skills - conducting oneself professionally at all times and communicating with a positive can-do attitude and provide excellent customer service. * Must be results-oriented, organized, detail-oriented with the good problem-solving ability and must consistently produce high-quality work/results, willing to learn, and able to prioritize and multitask in a fast-paced and demanding environment. * Must have a valid MI driver's license and be able to travel locally <10% - work may require occasional travel within the city of Detroit OTHER REQUIREMENTS * Valid Michigan Driver's License * Ability to work irregular hours, commute to DWSD facilities and worksites, and respond to after-hour emergencies and on-call responses
