Performs functions for complex and/or sensitive purchasing actions including conducting market research, researching past expenditures, guiding overall solicitation process including specification development, issuance, evaluation methodology and award recommendation Develops and issues complex formal Request for Proposals (RFP), Request for Qualifications (RFQ) and Invitation to Bids (ITB) for all professional and general contracting services for capital and non-capital projects Manages solicitation submittals process, including issuance of all associated addenda; conducting pre-proposal conferences; reviews architectural drawings and specifications for contract compliance Maintains contact with vendors to both identify prospective vendors and encourage their participation in DCSD's procurement process Provides input in the development and/or revision of procurement policies and procedures Maintains current knowledge of purchasing best practices through vendor contact, organization membership, trade literature, training and trade shows Drafts Board of Education agenda items related to the procurement of all professional and general contracting services for capital and non-capital projects Analyzes purchasing trends to determine if any agency contract or statewide contract would be the most advantageous to the Board of Education; Consult with school and department personnel on procurement needs, advises on the best methods of purchasing required goods and services


Bachelor’s Degree or equivalent completed college coursework from a Professional Standards Commission approved accredited college or university is required.

•Minimum four (4) years of experience in purchasing, a general buying environment, or Educational an Governmental buying environment is required. One (1) year supervisory experience preferred. Experience with capital projects or project management preferred.


Certified Public Purchasing Officer (CPPO) or Certified Professional Public Buyer (CPPB) by the Universal Public Purchasing Certification Council or equivalent is required within two (2) years from date of employment.
