DescriptionHennepin County, Minnesota is hiring a Director of Purchasing and Contract Services. The Purchasing Director develops and implements a strategic approach to the county’s contracting and procurement for goods, construction, and other services. Additionally, this position develops and administers procurement policies and procedures that add value and efficiency. This position aligns procurement processes with industry best practices and assures sufficient internal control and compliance with state and federal rules, regulations and laws. The Director of Purchasing and Contracting Services is a key contributor in the county's work to reduce disparities via the work with county contracts, and the Purchasing and Contract Services division's governance over thousands of contracts and sub-contracts, totaling over $750 million annually, that have standards to help reduce disparities. Specifically, through Small Business Enterprise, Minority Business Enterprise, Women Business Enterprise programs, Prevailing Wage and Workforce Entry Programs. This position requires knowledge in process management, negotiation, best value procurement, and government purchasing and contracts. Location and hours: This position is hybrid and will be performed both on-site at the Government Center at 300 South 6th Street, Minneapolis and virtually as job duties require. Work hours will typically be Monday through Friday, 8 a.m. – 4:30 p.m. with flexibility. While this position is designated as hybrid, based on current requirements, hires must reside in Minnesota or Wisconsin. About the position type: This position is unclassified full-time and benefit-earning. Unclassified positions are at will and are not subject to HR law/rules. This position is internally classified as a Director. In this position, you will: Develop program goals and objectives for Purchasing and Contract Services programs and use a range of procurement methods in all contract categories – construction, goods and services and personal & professional services – to advance county goals - including disparity reduction and climate action. Implement and oversee the County's Small Business Enterprise and Equal Employment Opportunity programs. Provide focused direction and leadership on strategic long-term procurement policies and procedures for the Purchasing and Contracts Services division and employees to enhance organizational value, consistency, and efficiency. Empower team and exert influence to ensure best value for the county. Seek opportunities to realize quality improvement, efficiency, and disparity reduction. Engage stakeholders – building and maintaining relationships with trades, associations and industries to ensure a foundation of trust and confidence. Internal engagement – build trust and strong partnerships with the County Administrator, Assistant County Administrators, Department Directors and leaders across the county to ensure mutual success.
RequirementsNeed to have: One of the following: Bachelor's degree or higher in business administration, public administration, health care administration, legal studies, or another field related to the business and seven years or more of management or administrative experience. Eleven years or more of management or administrative experience. Important attributes: Five years or more of purchasing and contracting experience. Knowledge and demonstrated ability to examine and directly address the impacts of structural and institutional racism and successfully apply diversity, equity, and inclusion best practices to reduce disparities. Experience: Leading and managing staff. Working with trades, business associations, and other regional governments. Knowledge of: Government purchasing and contracting. PeopleSoft system and/or other integrated financial systems. Ability to: Develop and implement a strategic approach to the county’s contracting and procurement for goods, construction, and other services. Work with elected officials, administrators, and policy makers with disparate viewpoints. Anticipate future trends, assess impact of issues and display a systems thinking approach.
