DescriptionUnder supervision of the Assistant Purchasing Agent, in accordance with established law and purchasing policy/procedures, performs duties related to moderately complex purchases such as software, consulting services, insurance, and technical systems. Manages, plans, coordinates, schedules, and processes various proposals of moderate to high complexity. Ensures compliance with posting and advertising requirements. Administers annual contracts by monitoring bid and contract requirements from preparation of specifications to end of contract term. This position researches and uses developed resources to make decisions regarding procurement specifications and standards that best benefit the County. Performs other related duties as required.
Extensive knowledge of purchasing practices, principles and procedures. Possession of a high degree of initiative and sound judgment when performing purchasing actions and in solving problems. Ability to operate a personal computer/terminal; function in an organized and effective manner under time pressure; prepare and interpret complex specifications; interpret complex IFBs/RFPs/RFQs, and Agreements. Ability to write and correct written English with proficiency and clarity; to perform mathematical computations; to analyze information; establish and maintain satisfactory working relationships with department heads, employees, elected officials, vendors and the general public. Associate's degree required with a minimum six (6) years of experience in a related field required; or an equivalent combination of education and experience. Valid Texas driver's license and Certified Professional Public Buyer (CPPB) Certification preferred.
