Description

POSITION GOAL: Manages the procurement of highly technical, complex materials, supplies, services, and equipment. ESSENTIAL JOB FUNCTIONS: Procures complex and/or technical services, capital construction and renovation projects, and commodities by preparing, soliciting, reviewing requirements, conducting proposal conferences, overseeing evaluation meetings, conducting consultant interviews and demonstrations, conducting site visits and inspections, evaluating and negotiating contracts, writing service agreements and contracts, consulting with other departments and agencies for information, mitigating claims and disputes. Develops, coordinates, and implements procurement programs and policies by researching governing laws, making recommendations, evaluating current policies and practices, and facilitating focus groups, surveys, and special projects Provides guidance, makes decisions pertaining to the application of procurement laws, policies, procedures, and practices, develops and maintains consultant and customer relationships, administers contracts, monitors consultant performance, mediates and resolves contractual issues, facilitates meetings, and offers solutions to problems. Ensures maximum value for expenditures by conducting market research, providing cost and price analyses, organizing, directing, and leading negotiating teams in evaluating and negotiating contracts, preparing school board agenda items, making contract award recommendations, adhering to and implementing district policies, and documenting contract activity. Analyzes current procurement activities and recommends improvements to increase efficiency and ensure compliance, which may include revisions to policies and procedures. Communicates and acts as a liaison between vendors and department users to develop compromises and resolve contractual problems or complaints. Leads diverse technical and professional committees in problem resolution relative to district standard and contractual relationships. Establishes, maintains, and disseminates guides, manuals, and other documents regarding procurement policies and procedures. Ensures compliance with legislative mandates and procurement policies and procedures by reviewing and monitoring procurements conducted by any designee, department, agency, or official. Develops, coordinates, and conducts internal and external procurement training. Provides procurement support services and acts as a liaison between procurement and district personnel. Utilizes current technology, as appropriate, to perform job functions and participates in training programs offered to increase technology skill level, job proficiency, current trends, and best practices relevant to the area of responsibility. Performs related duties as directed.

Requirements

MINIMUM TRAINING AND EXPERIENCE: Bachelor's degree preferred Procurement certification (CPPB, CPM, etc.) preferred Minimum three (3) years related experience Or an equivalent combination of education, training, and experience
