- Reporting to the Director of Procurement & Contract Services, the Senior Procurement Specialist administers procurement processes in support of the College's mission for successful contract administration, implementation, and management. Includes working with College staff to develop specifications/scope of work for goods and services from initial inception to project completion through solicitation documents (RFP, IFB, RFQu, RFQ) and other resources including State of Arizona and cooperative contracts. This may include, but not limited to, information technology, construction, facilities management, consulting, and a variety of learning programs and systems. - Analyzes purchase requisitions and supporting documents to ensure adherence to policy and procedures. Reviews associated contracts and agreements; these may include but are not limited to Software License Agreements (SLA), Software as a Service (SaaS) agreements, rental contracts, and consulting agreements. - Analyzes and reviews solicitation documents and supplier quotes, bids, proposals, and contracts/purchase orders for adherence to applicable laws, statutes, policies, and procedures with the intent of achieving best value while maintaining compliancy; - Reviews, drafts, and edits various agreements/contracts including Memorandums of Understanding (MOU), Facilities Use Agreements (FUA), Medical Affiliation Agreements, Independent Contractor Agreements, Experiential Education Agreements, and others. - Oversees Contract Administration and Management through College's electronic filing system and contract repository. Monitors existing contracts for compliancy with pricing, terms and conditions; renews/terminates contracts as needed in a timely manner. - Independently (via Banner financial system) purchase supplies, materials, computers and equipment, software, and services. - Other related duties as assigned


- Bachelor's degree in business or public administration or a closely related major - Four years of recent, senior/higher level complexity work experience in public procurement - Experience in working with end users to develop informal or formal requests for quotations, bids, requests for proposals (RFP), and requests for quotes (RFQ) - Knowledge of state procurement laws and in depth understanding of procurement best practices - Experience with vendor relationships; ethical and professional at all times with vendors and staff - Excellent customer service skills - Overall working knowledge of purchasing cycles include issuance of purchase orders, receiving, and invoice payment methods and principles - Computer applications as it relates to purchasing and contract management
