Position Definition: Plans, sources, and procures various services, supplies, equipment, and materials in compliance with governing laws and policies.

General Duties: Performs responsible analytical and administrative work in the preparation, processing and review of City centralized purchases. Receives written and verbal instructions from the Purchasing Agent. Plans work in accordance with standard office procedures. Establishes priorities within work assignment. Works closely with departments in analyzing equipment, materials, supplies and services needs. Analyzes and advises on the availability and quality of goods, equipment and services. Supervises the preparation of bids and bidding process of capital and operational projects. Develops specifications for purchases with active participation of departments’ representatives. Receives, and evaluates, bid proposals and recommends awards in conformance with established standards. Coordinates with department heads on short and long-range purchasing needs. Advises department heads on market trends and new technology. Recommends methods of purchase and assists in the negotiation of contracts with vendors for purchase of commodities and recurring services. Interviews sales industrial representatives. Trains and supervises staff. Coordinates receipt and acceptance of purchases. Inventories fixed assets, materials and supplies. Prepares narrative and statistical information for the Purchasing Agent. Reports work accomplished to the Purchasing Agent

Requirements

Bachelor’s degree in Business Administration, Accounting or some closely related field and three years of experience in either procurement, law, supply chain management or compliance. A Master's degree in Business Administration, Public Administration or closely related field may be substituted for one year of work experience. Relevant work experience in purchasing may be substituted for college training on a year-for-year basis
