General Description: The Manager, Contracts Administration administers and prepares all public solicitation packages and related materials from the beginning through contract execution. Principal decisions include establishing the schedules for public solicitations according to state and local government requirements, determining the most beneficial way to obtain goods, services, etc., and deciding on and implementing the proper advertising approach. Heads the review of bids/proposals from prospective bidders/offerors for conformity to contract requirements and determines acceptable bids/proposals. Provides analysis of PPA contracts and past operations, trends, and costs, estimated and realized revenues, administrative commitments, and obligations incurred. Principal Duties: * Manages the preparation, administration and amendment processes utilized in the public solicitation process directly with requesting departments and supports departments in the following areas: Boiler Plate, Specifications, Necessary Exhibits, Addenda, Original Contracts between the vendor/contractor and the Authority, Award Letter, Collection of bonds and certificates of insurance, etc. * Manages the schedules for public bids according to state and local government requirements. * Manages scheduling and enforcement of all guidelines, restrictions, deadlines, and time constraints relative to the public solicitation. * Determines the responsiveness of bids/proposals based on information regarding non-compliance to the standards set forth in the solicitation documents. * Reviews, on the basis of previous bids, recommendations for changes or modifications that will best serve the Authority. * Decides on and implements the advertising approach in accordance with state and local guidelines. * Determines the most beneficial way to obtain goods and/or services, whether via public bid, RFP, or RFQ. * Oversee the Distribution Department to ensure items are properly marked, tagged and recorded to prevent loss and shrinkage. * Obtain records of performance metrics to report to senior management and/or the Board of Directors as necessary. * Conducts ongoing research to identify prospective contractors. * Performs related work as required.
Required Knowledge, Skills, and Abilities: * The ability to establish and maintain essential working relations with internal and external customers. * Extensive knowledge of the policies and procedures relating to public solicitations as set forth by local government, state government, and the Parking Authority. * The ability to schedule, plan and conduct meetings and events related to public solicitations. * Provide superior customer service to internal and external customers including auditors and outside counsel. * The ability and initiative to work independently with minimal supervision. * Knowledge of Parking Authority Operations. Minimum Acceptable Training, Experience, and Education: * Education: BA/BS degree * 4-6 years of related Contract Management experience * Four years of progressively responsible experience in contract/grant work, project financing, financial administration, procurement/purchasing using the competitive bidding process or a related field. * Valid Driver's License NOTE: Applicants that do not possess the required education may substitute additional experience as indicated on a year for year basis.
