DescriptionAs provided by the fiscal policies established by the Regents and authority delegated to the President and the Chancellor, finance and resource management is the responsibility of the UCSF Senior Vice Chancellor of Finance and Administration; Chancellor's authority is delegated to the Chief Procurement Officer (the CPO). The CPO is responsible for the purchase of materials, goods, and services for the San Francisco campus of the University of California as well as policy, regulatory, and legal oversight of the procurement and contracting processes. Under the direction of the Senior Associate Vice Chancellor and Chief Financial Officer, the CPO provides direction and oversight over UCSF's organizations, programs, and policies that enable procurement of goods and services, strategic sourcing, logistics distribution, and business contracts for the procurement of business, services, and contracting with consultants and other business partners. This also includes providing advice to faculty on consulting agreements for all UCSF schools. This person is also designated as UCSF's official Material Manager and is responsible for compliance enforcement of Regents Bylaws and President's Office policies and as such bears the front-line institution risk for these areas. Directs a large supply chain management organization involving diverse functions. Develops organizational policies and authorize their implementation. Provides advice, guidance and assistance to the senior leadership to the organization. Represents the organization in system wide meetings and discussions. Provides director to senior managers in various areas, groups and/ or operations. Makes final decisions for the organization and ensures achievement of objectives. Erroneous decisions will have a serious impact on the overall success of the division or the organization as a whole. Required Qualifications * Bachelor's degree in related area and / or equivalent experience / training. * 10-15+ years of experience in supply chain sourcing, procurement strategy and operations, or related experience. * 7+ years of experience in Higher Education and research supply chain sourcing and procurement. * 10+ years of experience in business process re-engineering and organizational transformation. * 10+ years of experience with designing and implementing supply chain sourcing and procurement enabling technologies. * Expert understanding of current business trends and/or the organization's supply chain objectives and initiatives. * Expert knowledge of relevant external regulations and best practices. * Expert management skills to lead cross functional teams in complex activities that cross department and entity boundaries. Ability to facilitate teams to successful resolution of challenging issues. * Superior organization skills, including the ability to think and respond quickly in response to unplanned events and make decisions that are in line with the strategy of the organization. * Highly adaptable to change with the ability to meet evolving organization needs and flexible enough to drive optimal tactical and operational decisions. * Demonstrated expert interpersonal skills to interact with both internal and external resources. Ability to negotiate with vendors and gain cooperation of others. * Superior business, negotiation, analytical and problem-solving skills, and demonstrated ability to implement new supply chain techniques and lean / continuous improvement programs. * Possesses excellent communication skills at multiple levels of the enterprise. Strong abilities to actively listen, and change the thinking of, or gain acceptance from, others.
