DescriptionUnder the direction of the Chief Procurement Officer, procures materials, supplies, and services, through appropriate procurement methods and in accordance with applicable regulations to meet established priorities. Directs and manages the procurement staff to ensure timely, efficient, and effective contract awards, within approval authority limits, to support the business objectives of Pace. Exercises sound and rational judgment in application of established procurement principles. Maintains policies and procedures in compliance with governing federal, state, and Regional Transportation Authority (RTA) regulations. Applies principals of the Federal Transportation Authority (FTA) Circular to all procurements funded by the FTA and RTA. Responds to FTA and to RTA audits. Establishes goals and objectives for the Procurement Department and manages special projects. Participates and assists with the preparation of the annual budget. Establishes and manages performance measurements and various management reports, compiling statistics, and information, and making recommendations for action. Provides excellent customer service and feedback to end users on status of requisitions and other procurement matters. Acts as lead negotiator or assists with negotiations for complex procurements. Prepares and administers a training program for new staff and monitors' progress. Prepares annual performance reviews. Performs other duties as assigned or required.
RequirementsQualified candidate must have a bachelor's degree and ten or more years of public purchasing experience, including management experience, prior transit industry experience is preferred. Must have or be able to obtain within 12 months after date of hire, CPPB or CPPM certification from the National Institute of Government Purchasing. Must demonstrate excellent reading comprehension, research, and written verbal and communication skills. Must be a highly organized, detail oriented, and resourceful team player. Must be able to successfully and efficiently work on numerous projects simultaneously in order to meet project deadlines. Must be a highly skilled negotiator who demonstrates strong analytical, critical thinking and problem-solving skills. Must demonstrate initiative, have strong interpersonal skills, and be customer service oriented. Must be demonstrably proficient in Microsoft Applications (Word, Excel, PowerPoint, Microsoft Project, and other current applications), Oracle and People Soft to independently create reports, monitor statistics, and respond to data survey. Must be able to work in a professional office environment with the majority of the workday consisting of computer work and must be able to lift up to 10 pounds. This position is subject to the provisions set forth in 5 ILCS 430/5-45 ( c ) of the State Officials and Employee Ethics Act.
